Job Title: Fibre Planner

Our client is one of Canada’s Fiber and 5G broadband company for rural living. They have become one of the country’s largest facilities-based telecommunications providers for residential and business customers. The client is building a world-class Fiber optic and 5G wireless network to enable innovative broadband services for today and future generations. We are seeking to hire a Fibre Planner to join a dynamic team in the GTA. This is a 12-month contract assignment with a very strong chance to extend well into 2026 and possibly 2027 if performance warrants.
The role:
In this role you will be responsible for the planning and initial design of new Fiber optic and FTTP networks as well as providing oversight to design-build partners. The position entails creating comprehensive preliminary packages allowing for the detailed costing, project scheduling, and ultimately final engineering, construction and acceptance testing of these networks.
The Fiber Construction team will employ a model whereby internal, or third party, Fiber optic network designs are contracted out to external construction teams to build and test. Success will require close collaboration with the Core and Aggregation Network Engineering teams to ensure comprehensive network specifications are developed and that new Fiber networks are delivered on-time and on-budget. Close collaboration will also be required with the IP Operations and Field Operations teams to ensure a smooth go-live transition of new infrastructure.
Key responsibilities include:
- Contribute as part of a cross functional engineering team to the planning, design and rollout of new hybrid Fiber wireless networks.
- Develop project scope based on business case requirements.
- Prepare detailed preliminary design package for new Fiber deployment opportunities in accordance with the client’s Standards.
- Identify project dependencies and permit requirements such as access to third party infrastructure, municipal consent, special crossing or proximity agreements and interfacing with other telecommunications systems.
- Leverage preliminary design packages to support the preparation of budgets, RFPs, detailed bill of materials and material forecasts.
- Complete Fiber allocations and create detailed splice packages for both distribution and feeder networks.
- Work closely with Construction Project Managers and design-build contractors through full project life cycle
- Utilize VETRO Fiber management system and Fiber planning tools.
- Ensure the client’s Design and Construction Standards have been followed.
- Ensure Fiber optic test and acceptance test/criteria have been followed.
- Work closely with cross functional teams to incorporate additional requirements into Fiber designs.
- Conduct Quality Assurance inspections as required.
- Ensure adherence to standards for Fiber optics network CAD and GIS documentation (alignments, support structures, splicing) and associated tools and management processes.
- Formulate deficiency punch list for contractor remediation and follow to resolution.
- Review As-Built drawings
- Review the completed Joint Use Applications, permit applications, and OSP Issued for Construction (IFC) plans to ensure adherence to project objectives and guidelines
- Ensure that all material placed has been done according to code, local standards and industry best practices.

The ideal candidate will possess:
- Engineering Degree (electrical or civil), Technologist Diploma (electrical or civil), Journeyman Certificate for Communications Electrician, or equivalent experience
- Minimum 4+ years of Fiber optics design and construction experience with proven capability in the design FTTx deployments
- Knowledge of Fiber optic network construction techniques, construction equipment and Fiber optic network technologies for use in both outside plant and inside plant applications
- Knowledgeable in FTTx network topologies and the associated advantages and disadvantages – particularly cost drivers
- Proven ability to collaborate with 3rd party engineering firms.
- Attention to detail ensuring accurate construction documentation and written standards are created for use by network peers
- Demonstrated professional written and verbal English communication.
- Excellent computer skills, particularly in the use of Google Earth software, QGIS, CAD software and Microsoft products including Outlook, Word, Excel and Project
- Proven ability to collaborate and work across functions / teams ensuring successful project deliveries.
