Technical Architect IT/OT (Critical Infrastructure)
Our client operates and manages one of the largest water and wastewater systems in North America. These systems consist of 4 water treatment plants, 4 wastewater plants, over 100 wastewater/stormwater pumping stations and a water distribution system with 18 pumping stations, 7 elevated tanks and 14 reservoirs.
Essential to the sustainment of these operations is the degree of process control automation and remote monitoring capabilities made possible by our Client’s SCADA system and network communication infrastructure. The SCADA system is recognized as critical operational technology infrastructure vital to the Client’s mission of protecting public health, safety and the environment.
The Client has a dedicated Process Control System (PCS) Unit with the objective of creating a centralized body of operation technology expertise to be a single point of contact for all SCADA and networking communication services in the division. The specialized services are provided through the following functional areas of responsibility:
SCADA Maintenance and Integration; SCADA Automation Programming, Divisional
Network Services, Documentation Support and Capital Project Support.
A Technical Architecture Specialist Resource is now required to support the unit and
develop Operational Technology (OT) Strategy and other related Architecture/Security
related Standards/Artifacts for the Client’s SCADA environment.
The specialist will also be involved in other related technology projects and be assigned to other PCS infrastructure improvement projects which are currently underway.
Duties
Reporting to the Manager, Process Control Systems Unit, the Technical Architect Specialist will provide technical guidance develop Operational Technology Strategy and other related Architecture/Security related Standards/Artifacts for our Client’s SCADA environment in the areas of routing, switching, firewall/IPS, network and control systems security, Splunk SEIM, WAN, mobility and wireless LAN. The candidate will also execute the following:
? Development of IT and OT standards related to:
o End Points
o Telecom
o Network
o Servers, Storage, and Backup
o Middleware and Databases
o Application and Reporting
o Including Security
? Development of architecture diagrams and other artifacts to effectively manage OT security.
? Development of business and technical requirements.
? Development of OT network segregation and structure with rationale.
? Provide recommendations regarding the improvements to network operations.
? Document design / architecture best practices for adoption.
? Provide recommendations regarding the improvements to OT project planning,
and project implementation.
? Develop network documentation, including but not limited to standards,
processes, security, topology, and inventory, to ensure high quality service and
support on an ongoing basis.
? Participate in or lead complex network design, performance engineering or
problem resolution projects.
? Prepare and submit budgetary figures and business case analysis leading to
funding and implementation of enhancements to OT systems.
? Develop and document network architecture standards and strategies to promote
the long-term stability, efficiency, and effectiveness of the Toronto Water facilities
network with a focus on network and Critical infrastructure.
? Continuously monitor, design, develop, and implement Cyber security
position/posture to protect ICS infrastructure relating to Water/Wastewater.
? Performs related duties as required or assigned.
Travel
? The candidate will be required to travel within the GTA
Health & Safety
? The Candidate will be required to provide their own PPE (Personal Protective
Equipment), including but not limited to hard hats, safety shoes, ear protection,
vests, safety glasses.
Qualifications
Qualifications and Experience:
? University degree in Computer Science or equivalent a definite asset.
? Experience within a (ICS) Industrial Control Systems environment within the
manufacturing, Water/Wastewater Treatment sectors or applicable utility.
? Experience or certifications in Cyber Security (CISSP, CCNP/CCIE Security).
? Minimum of 10 years Security Enterprise design, configuration, implementation,
and testing experience as an architect in an infrastructure / technology
environment.
? Extensive experience developing technical documentation including standards
related to IT and OT Endpoints, Network, Severs, Storage, Backups, Middleware,
Applications, Databases and Security within manufacturing, Water/Wastewater
Treatment Sectors or applicable utility.
? Knowledge of technology infrastructure and ITIL Library. PASS55, ISO 27001 &
27002, NIST Cyber Security Framework is highly desirable.
? Knowledge and experience in enterprise data centre infrastructure and
centralized/distributed systems.

Specialist who can attest to the reliability and the quality of the services provided, in each
case include the following:
• Client organization’s name

• Brief description of the client’s relevant project (timelines, duration and services provided)

• Similarity of that project to the Assignment Duties
• Address, telephone number, e-mail should also be provided if available

Deliverables
? Develop Operational Technology Strategy Documentation and other related
Architecture/Security related Standards/Artifacts for Toronto Water’s SCADA
environment.
? Develop and document network architecture standards and strategies to promote
the long-term stability, efficiency, and effectiveness.
? Develop Operational technology security safeguards including Unidirectional
Gateways and network segregation/segmentation.
? Authors security design reports and technical memo as required.
? Authors and maintains security documentation, including but not limited to
standards, processes, security, topology, and inventory, to ensure high quality
service and support on an ongoing basis.
? Plan and lead broad-scope security strategies and proof of concept and product
evaluations.
? Gather, analyse, and evaluate technical requirement and third party white papers
from organizations such as Gartner or Forrester, etc.
? Prepare and submit budgetary figures and business case analysis leading to
funding and implementation of enhancements to security.
The pay range that the employer reasonably expects to pay for this position is between CA$90.00 and CA$115.00
