Job Title: Wireless Civil Specialist

Location: Winnipeg, MB (Onsite)

Estimated Duration: 12 Months

Our client is a leader in the Canadian Telecommunications carrier industry.  We are looking to hire a Civil Engineer to start on a 12-month contract assignment with a chance to be extended for more term.  The role requires
the candidate to be onsite at client’s office located in Winnipeg, Manitoba.  

Position Summary
Our client is seeking a Civil Specialist / Materials Coordinator to join their network operations team in Winnipeg. This hybrid role combines civil infrastructure oversight and materials management for wireless and network sites across Manitoba.
The successful candidate will be responsible for managing site-level civil issues, conducting inspections, coordinating contractor work, overseeing landlord and site relationships, and maintaining the local depot’s critical spares inventory. This position ensures all civil and facility-related issues are handled efficiently in a region currently without an in-house  field presence.


Key Responsibilities
Civil / Field (Approx. 80%)

  • Conduct site inspections, quality acceptance checks, and deficiency reviews at wireless network sites.
  • Manage civil-related issues such as structural repairs, relocations, and landlord site concerns.
  • Coordinate with contractors and internal teams to plan and execute civil work.
  • Oversee local projects involving site maintenance, antenna moves, or structural modifications.
  • Ensure compliance with building codes, CSA standards, and client specifications.
  • Manage and prioritize a list of open deficiencies within the assigned regional budget.

Materials / Depot Management (Approx. 20%)

  • Oversee Winnipeg’s spares depot including inventory accuracy, organization, and shipping/receiving.
  • Handle procurement, shipping of broken parts, and restocking of network spares.
  • Track and report inventory usage and materials spending.
  • Coordinate with the national materials team to maintain operational readiness.

General

  • Maintain accurate documentation and reporting on all project and materials activities.
  • Manage expenses related to field travel, materials purchases, and maintenance (e.g., mileage, parking, small tools).
  • Collaborate cross-functionally with the Alberta and BC operations teams as required.

Required Skills & Qualifications

  • 3–5+ years of experience in civil construction, telecom site management, or facility maintenance.
  • Proven ability to manage field inspections, contractor coordination, and project deliverables.
  • Strong understanding of wireless or telecommunications infrastructure.
  • Working knowledge of civil and structural standards, CSA/building codes, and site drawings (ability to read drawings required; design or stamping not required).
  • Experience with project management — managing timelines, contractors, and budgets.
  • Proficiency in Microsoft Office (Excel, Word, Outlook) and general computer literacy.
  • Valid driver’s license and ability to travel locally for site inspections.  Mileage allotment is provided, must have use of own vehicle.  
  • Strong organization, prioritization, and communication skills.

Nice-to-Have Skills

  • Experience handling inventory or depot materials management.
  • Basic familiarity with AutoCAD or other drawing review tools.
  • Experience managing vendor budgets or cost tracking.
  • Previous experience with a telecom operator, wireless carrier, or network infrastructure provider.

Work Conditions & Compensation

  • Hybrid position: split between office in Winnipeg, field visits, and some remote work.
  • Local travel expected; mileage and work-related expenses reimbursed + approved expenses.
  • Standard 40-hour work week; occasional site visits outside standard hours may occur.
  • 12-month contract with potential for extension based on performance and business needs.

The pay range that the employer reasonably expects to pay for this position is between CA$35.00 and CA$45.00
