Job Title: Procurement Specialist (Design Engineering)

Location: North York, ON (Hybrid)

Estimated Duration: 6 Months

Role Overview

The Procurement Specialist leads full-cycle procurement for large, complex, and high-value professional service and construction-related contracts. This includes design/build initiatives, design engineering, architectural services, and technical consulting. The role focuses on strategic sourcing, supplier selection, negotiations, contract awards, and procurement planning, while maintaining quality and managing risk.


Key Responsibilities

  • Lead end-to-end procurement for design engineering and construction support contracts.

  • Build and execute sourcing strategies that support design engineering project goals.

  • Research suppliers, analyze engineering market trends, and apply procurement best practices.

  • Run procurement planning sessions and develop schedules in MS Project.

  • Prepare commercial procurement documents including RFP, RFB, NRFP, RFI, and supplier pre-qualification packages.

  • Support non-competitive procurement by reviewing justifications, negotiating terms, and preparing approval documents.

  • Evaluate vendor proposals for commercial compliance, facilitate consensus scoring, and document decision rationale.

  • Conduct reference checks and due diligence on recommended vendors.

  • Manage vendor communications, issue addenda, and respond to supplier questions before bid closing.

  • Lead vendor interviews, presentations, and negotiation meetings when required.

  • Produce clear commercial analysis and award recommendation reports.

  • Review and improve scopes of work, service requirements, and technical specifications.

  • Assess procurement risks and implement mitigation strategies.

  • Support contract finalization including award letters, purchase orders, and executed agreement preparation.

  • Coordinate internal teams to meet procurement timelines and project milestones.


Required Qualifications

Experience

  • Minimum 3+ years of procurement experience supporting design engineering or design/build construction projects.

  • Proven ability to manage procurement independently with strong accuracy.

  • Direct sourcing experience with engineering, architecture, construction consulting, or technical service providers.

Knowledge

  • Procurement principles: strategic sourcing, tendering law, and contract administration.

  • Understanding of the Construction Act and design engineering contracting models.

  • Strong grasp of supplier evaluation methodologies and negotiation best practices.

Technical & Soft Skills

  • Strong written, presentation, and stakeholder-management skills.

  • Excellent listening, influence, and conflict-resolution abilities.

  • Proficiency in office software including Microsoft Office.


Education

  • Degree or diploma in Engineering, Business, Commerce, or Supply Chain Management
    (Equivalent combinations of education + engineering procurement experience accepted.)


Assets

  • Construction or engineering procurement certification.

  • Experience supporting unique or non-standard engineering procurements.

  • Vendor consensus meeting facilitation and structured engineering bid evaluations.

The pay range that the employer reasonably expects to pay for this position is between CA$50.00 and CA$90.00
