1.0       Description of Assignment
The candidate will provide senior Business Analysis and/or Data Analysis leadership in support of The client enterprise Maximo / EAM transformation for rail maintenance and asset-intensive business functions.

Our client is seeking a seasoned Maximo-focused Business Analyst who can operate in one or both of the following capacities:
• Maximo Configuration Requirements Lead: plan and facilitate workshops with rail maintenance business SMEs to elicit, validate, and document Maximo configuration requirements, including asset hierarchy/classifications, failure codes, job plans, routes, PMs, meters, inspection forms, work management processes, roles, workflows, reporting needs, and related business rules.
• Maximo Data Analysis Lead: lead and coordinate SMEs and data analysts collecting, cleansing, validating, and mapping asset inventory, asset attribute, job plan, preventative maintenance, route, meter, and inspection form data needed for Maximo configuration, migration, reporting, testing, and operational readiness.

The successful candidate must bring practical IBM Maximo experience, preferably in rail, transit, transportation, maintenance, or other asset-intensive operating environments. The role requires someone who can engage frontline and management stakeholders, translate operational maintenance practices into Maximo-ready requirements and data structures, and provide clear direction to business SMEs, technical teams, vendors, and project leadership.

This assignment is not intended for a generic Business Analyst. The candidate must demonstrate hands-on experience with Maximo or a comparable enterprise asset management platform, including requirements elicitation, configuration support, master data preparation, data quality analysis, and implementation support.

The Specialist will work in a hybrid model (2–3 days per week on site) at Union Station, 4th Floor, East Wing, or other locations within the City of Toronto, including maintenance facilities, yards, shops, and operational sites, as required.

2.0       Skills and Certifications
Mandatory Skills/Certifications
• University degree in Business Administration, Computer Science, Engineering, Information Systems, or a related discipline.
• 10+ years of business consulting, business analysis, data analysis, or implementation experience in complex enterprise environments.
• 5+ years of experience supporting maintenance, operations, field service, rail/transit, utilities, manufacturing, or other asset-intensive business functions.
• 3+ years of hands-on IBM Maximo experience in an implementation, upgrade, enhancement, configuration, data migration, or business process alignment role. Equivalent EAM experience may be considered only where the candidate can demonstrate strong practical knowledge of EAM data structures and maintenance processes.
• Demonstrated ability to facilitate workshops with business SMEs to collect, clarify, challenge, and document Maximo/EAM configuration requirements.
• Demonstrated understanding of Maximo/EAM concepts such as asset hierarchies, locations, classifications, attributes, job plans, preventative maintenance, routes, meters, inspection forms, failure reporting, work orders, service requests, labor/craft information, inventory/materials, and reporting requirements.
• Experience translating maintenance and inspection business processes into system configuration requirements, business rules, functional specifications, user stories, or configuration workbooks.
• Strong SQL and data analysis skills, including data profiling, data quality assessment, reconciliation, validation, issue identification, and preparation of business-readable findings.
• Experience leading or coordinating data collection activities with SMEs and data analysts, including asset inventory, asset attributes, job plans, PMs, routes, meters, and inspection form data.
• Experience with data mapping, cleansing, migration support, data governance, data quality controls, and validation rules in an enterprise system implementation.
• Demonstrated experience in transportation operations, rail maintenance, transit, fleet, infrastructure, facilities, or other maintenance-heavy environments; rail or transit experience is strongly preferred.
• Ability to lead working sessions with unionized/frontline, supervisory, management, project, vendor, and technical stakeholders.
• Ability to work independently, influence without authority, and communicate risks, data gaps, requirements issues, and recommendations clearly to project leadership.

Other Skills/Certifications
• Advanced Microsoft Excel skills, including complex formulas, pivot tables, data validation, lookups, and structured data analysis; experience with Access, Power Query, Power BI, Visio, and/or similar tools is an asset.
• Experience preparing Maximo/EAM configuration workbooks, data load templates, requirements traceability matrices, fit-gap logs, decision logs, data dictionaries, and validation reports.
• Experience supporting solution walkthroughs, configuration reviews, data mock-loads, testing, UAT, go-live readiness, training, and hypercare.
• Strong written, verbal, facilitation, and presentation skills, including the ability to translate technical/data issues into business and operational language.
• Familiarity with KPI development, operational reporting, reliability/maintenance analytics, and performance measurement frameworks.
• Organizational Change Management and training support experience in operational or unionized environments is an asset.
• CBAP, PBA, data analysis, SQL, Maximo, EAM, asset management, or project management certifications are assets.
• Public sector, rail, transit, transportation, utilities, infrastructure, or fleet maintenance experience is an asset.

3.0       Assignment Duties
Reporting to the Manager – Business Architecture, and taking project direction from Project Management, the Specialist will be responsible for the following:
1. Plan, facilitate, and document workshops with rail maintenance and operational SMEs to collect Maximo configuration requirements and related business rules.
2. Elicit and validate requirements for Maximo/EAM processes and configuration areas including assets, locations, classifications, attributes, failure codes, job plans, PMs, routes, meters, inspection forms, work orders, service requests, workflows, roles, reporting, and integrations.
3. Document current state maintenance and inspection processes, including pain points, controls, decision points, handoffs, data sources, and operational constraints.
4. Design and document future state processes aligned to Maximo capabilities, THE CLIENT operational needs, business priorities, and process standardization objectives.
5. Lead fit-gap discussions between current business practices, target Maximo configuration, vendor recommendations, and implementation scope.
6. Prepare, maintain, and validate business requirements, functional requirements, configuration workbooks, decision logs, traceability matrices, and related project artifacts.
7. Lead or support detailed data discovery for asset inventory, asset hierarchy, asset attributes, job plans, PMs, routes, meters, inspection forms, and other Maximo master/reference data.
8. Coordinate SMEs and data analysts performing data collection, cleansing, mapping, profiling, validation, and readiness activities.
9. Define data collection standards, templates, data quality rules, validation criteria, issue logs, and escalation processes to support accurate and complete Maximo data preparation.
10. Use SQL, Excel, Access, Power Query, or other analysis tools to profile data, identify gaps/duplicates/inconsistencies, reconcile sources, and prepare findings for business review.
11. Work with solution architects, technical leads, vendors, and delivery teams to confirm that requirements and data structures can be configured, migrated, tested, and supported in Maximo.
12. Support trade-off discussions across scope, schedule, cost, data readiness, business value, and operational impact.
13. Prepare clear business-facing materials for SMEs, project leadership, steering committees, and other stakeholders, including requirements summaries, data readiness dashboards, risk/issue updates, and decision materials.
14. Support business case inputs, benefits identification, operational impact analysis, and readiness assessments.
15. Support test planning, scenario development, test data preparation, UAT coordination, defect triage, and validation of configured Maximo functionality and loaded data.
16. Provide functional and data support during build, configuration, migration, testing, deployment, go-live, and hypercare.
17. Provide knowledge transfer to business, project, technical, support, and vendor teams.
18. Attend site visits across operational and office locations within the GTA, as required, and provide occasional off-hours support for workshops, training, rollout, or operational readiness activities.
19. Comply with OHSA and the client’s Health and Safety policies and procedures in the workplace.
4.0       Deliverables
Deliverables include, but are not limited to, the following over the course of the assignment:

Year 1 – Maximo Discovery, Requirements, Data Collection and Design

Maximo / EAM Requirements and Workshop Deliverables
• Workshop plan, facilitation materials, attendance records, notes, decisions, actions, and follow-ups for rail business SME sessions.
• Current state process maps and narratives for maintenance, inspection, work management, asset information, and related operational processes.
• Maximo configuration requirements documentation for assets, locations, classifications, attributes, failure codes, job plans, PMs, routes, meters, inspection forms, work types, roles, workflows, reporting, and integrations.
• Fit-gap analysis between current processes, desired future state, Maximo capabilities, vendor recommendations, and project scope.
• Business rules, decision logs, assumptions, constraints, risks, issues, dependencies, and requirements traceability matrix.
• Future state process designs and process standardization recommendations across rail maintenance and related business areas.

Data Analysis and Data Collection Deliverables
• Data collection plan, templates, instructions, data dictionary, data standards, and validation criteria for SMEs and data analysts.
• Asset inventory, asset hierarchy, location, classification, attribute, job plan, PM, route, meter, and inspection form data assessment outputs.
• Data profiling reports, data quality issue logs, gap analysis, duplicate/inconsistency findings, and business validation summaries.
• Data mapping and transformation documentation for Maximo configuration, migration, mock loads, testing, and reporting.
• Data readiness dashboard or status reports showing collection progress, quality issues, SME dependencies, decisions required, and escalation items.
• Reconciled and business-approved data sets or data load support materials, where applicable.

Year 2 – Build, Validation, Deployment and Stabilization

Solution Support and Validation
• Ongoing clarification of Maximo requirements and business rules for technical, configuration, vendor, and delivery teams.
• Review and validation of Maximo configuration outputs, prototypes, data mock-loads, reports, workflows, and process designs against documented requirements.
• Updated requirements, process documentation, configuration workbooks, data mapping, and traceability artifacts as the solution evolves.
• Support for issue resolution, change impact assessment, scope clarification, and decision escalation.

Testing, Readiness and Implementation
• Business test scenarios, test cases, test data requirements, UAT coordination materials, and validation evidence.
• Defect triage support and business validation of fixes related to Maximo configuration, process design, reports, integrations, and migrated data.
• Training needs assessment, user guides, quick reference materials, process documentation, and train-the-trainer support as required.
• Deployment readiness inputs, go-live support materials, hypercare issue tracking, post-implementation findings, and improvement recommendations.
• Knowledge transfer materials for business users, data owners, support teams, and business-as-usual operations.
