1.0     Description of Assignment
The client requires a senior Business Analyst with specialized expertise in Asset Management (AM) to support the SWMS Asset Management Solution Strategy initiative.

The Business Analyst will be working in a hybrid mode, which includes a combination of remote and in-person work. There will be 3 in-person days at the Metro Hall location (55 John Street, Toronto). The successful candidate will be working seven (7) hours per day, five (5) days per week based on normal working business hours.

The assignment will focus on:

 

 
  • Assessing current asset management practices, processes and systems
  • Identifying gaps against industry best practices (e.g., ISO 55000)
  • Supporting the development of a future-state asset management framework
  • Defining business requirements for selection of an Asset Management solution (EAM)

This work will establish the foundation for a future implementation project, ensuring alignment with industry standards, scalability and operational efficiency.

2.0     Assignment Duties
The Business Analyst will

Strategy & Assessment Focus:

  • Assess current asset lifecycle management practices
  • Conduct maturity assessment aligned to ISO 55000 or equivalent frameworks
  • Identify gaps in:
    • Governance
    • Processes
    • Data quality
    • Technology

Business Architecture / Future State:

  • Define target-state asset management capabilities
  • Develop:
    • Asset management business model
    • Capability maps
    • Process frameworks

Solution Strategy Development:

  • Lead the development of the Asset Management (AM) Solution Strategy Report
  • Define strategic options for:
    • Asset management operating model
    • Technology solutions (EAM platforms such as Maximo, SAP)
  • Develop a recommended strategy and roadmap for future implementation
  • Ensure alignment with industry best practices and standards (e.g., ISO 55000)

Solution Strategy Support:

  • Gather and document business and functional requirements for EAM solution
  • Support evaluation of asset management platforms
  • Define evaluation criteria and decision framework

Stakeholder Engagement:

  • Lead workshops with business and operational stakeholders
  • Align stakeholders on:

 

 
  • Business priorities
  • Standardization opportunities
  • Provide advisory on asset management best practices

 

3.0     Qualifications
It is important that the Services be undertaken by a senior Business Analyst specializing in Asset Management Strategy who can demonstrate specific knowledge of, and experience in performing similar work for projects of comparable nature, size, and scope.

Key Qualifications and Technical Capabilities

  1. Education / Professional Background:

Degree in Business Analysis, Information Systems, Business Information Systems, or a related discipline, or an equivalent combination of education and relevant professional experience.

  1. Relevant Senior Experience:

Minimum of seven (7) years of Business Analysis experience, including significant experience supporting asset management, infrastructure, or enterprise transformation initiatives.

  1. Business Analysis Expertise:

Demonstrated expertise in core Business Analysis practices, including requirements elicitation, stakeholder engagement, process modelling, gap analysis, and documentation.

  1. Asset Management Strategy Experience:

Demonstrated experience conducting asset management maturity assessments and supporting the development of Asset Management strategies, roadmaps, or transformation initiatives, aligned with ISO 55000 or equivalent recognized frameworks.

  1. Industry / Organizational Context:

Experience delivering similar services within public sector or large, complex organizations, preferably in a municipal, utility, or infrastructure- based environment.

  1. Strategic Analysis and Operating Model Development:

Demonstrated ability to assess current state, identify gaps, and develop future-state business processes, operating models, and strategic recommendations.

  1. Enterprise Asset Management (EAM) Knowledge:

Demonstrated knowledge of asset lifecycle management and experience with Enterprise Asset Management (EAM) platforms such as IBM Maximo, SAP EAM, Oracle, or similar solutions, particularly in support of strategy and solution evaluation.

  1. Facilitation and Communication Skills:

Strong facilitation, written, and verbal communication skills, including the ability to lead workshops, interviews, and stakeholder engagement sessions, and present findings and recommendations to both operational staff and senior management.

  1. Deliverables and Tools:

Demonstrated experience producing high-quality deliverables such as current-state assessments, gap analyses, business capability models,

 

strategy reports, and requirements documentation, using standard Business Analysis tools and Microsoft Office applications (including Visio).
4.0     Deliverables
The Business Analyst will produce the following deliverables:
  • Current-state assessment report
  • Asset Management maturity assessment (ISO-aligned)
  • Gap analysis against industry best practices
  • Future-state:
    • Business processes
    • Capability model
  • Asset Management (AM) Solution Strategy Report, including:
    • Current state summary and findings
    • Gap analysis and key issues
    • Target operating model and capabilities
    • EAM solution options and analysis
    • Evaluation criteria and decision framework
    • Recommended solution approach
    • Implementation roadmap and next steps
  • Business requirements for EAM solution
  • Solution evaluation criteria and scoring model
  • Stakeholder engagement outputs (workshops, minutes/summaries)

The pay range that the employer reasonably expects to pay for this position is between CA$80.00 and CA$90.00
