Job Title: Program Manager – Capital Markets
Contract Term: 6-month contract (with potential extension up to 3 years)
Location: Downtown Toronto, Hybrid (4 days per week onsite)
Position Overview
The Capital Markets group is seeking an experienced Program Manager to lead and deliver strategic business and technology initiatives across Capital Markets. This role will oversee complex, enterprise-wide programs focused on business transformation, operational efficiency, technology modernization, process optimization, risk reduction, and regulatory change within Global Markets and Corporate Banking functions.
The Program Manager will coordinate delivery across Capital Markets business lines, Technology, Operations, Risk Management, Finance, Compliance, Treasury, and other key stakeholders to ensure successful execution of high-priority initiatives. The ideal candidate brings strong capital markets knowledge, exceptional program governance capabilities, and a proven track record of managing large-scale transformation programs in a complex financial services environment.
Key Responsibilities
Program Leadership & Delivery
- Lead the end-to-end delivery of strategic Capital Markets programs, ensuring objectives are achieved within scope, budget, and timeline.
- Develop and maintain comprehensive program plans, workstreams, milestones, dependencies, and delivery roadmaps.
- Manage multiple concurrent initiatives spanning business, operations, data, technology, and process transformation.
- Drive issue resolution and decision-making across diverse stakeholder groups to maintain program momentum.
- Ensure program outcomes align with business objectives, strategic priorities, and operational requirements.
Business Transformation & Change Management
- Partner with business leaders to identify opportunities for process improvements, operational efficiencies, and technology enablement.
- Support implementation of new business capabilities, platforms, operating models, and workflow enhancements.
- Lead organizational change management activities, including stakeholder engagement, communications, and adoption planning.
- Coordinate business readiness activities to ensure successful transition into production and operational support teams.
- Drive continuous improvement initiatives across Capital Markets functions.
Governance & Stakeholder Engagement
- Establish and manage program governance structures, including steering committees, working groups, and executive reporting forums.
- Provide regular updates on program status, risks, financials, dependencies, and key decisions.
- Build strong relationships with senior stakeholders across Front Office, Operations, Technology, Risk, Treasury, Finance, and Compliance.
- Facilitate alignment between business and technology teams to ensure successful delivery of strategic objectives.
- Escalate critical risks and issues while recommending mitigation strategies and solutions.
Risk, Controls & Regulatory Change
- Ensure programs adhere to enterprise governance standards, risk frameworks, and control requirements.
- Coordinate delivery of initiatives related to regulatory change, risk management, operational resiliency, and business controls as required.
- Monitor program risks, assumptions, dependencies, and resource constraints.
- Support audit, compliance, and governance activities associated with program delivery.
- Ensure appropriate documentation, reporting, and controls are maintained throughout the program lifecycle.
Qualifications & Experience
Required
- 8–12+ years of program or project management experience within financial services, banking, or capital markets environments.
- Strong understanding of Capital Markets business functions, including trading, sales, operations, settlements, treasury, risk management, or market infrastructure.
- Proven experience delivering large-scale business transformation, technology implementation, operational improvement, or regulatory change programs.
- Experience managing complex cross-functional initiatives involving multiple stakeholder groups and competing priorities.
- Strong program governance, financial management, risk management, and executive reporting capabilities.
- Exceptional communication, stakeholder management, and leadership skills.
Preferred
- Experience within Global Markets, Corporate Banking, Investment Banking, or Wholesale Banking environments.
- PMP, PRINCE2, Agile certification, or equivalent project/program management credentials.
- Familiarity with capital markets products, trading workflows, post-trade operations, risk management, and market infrastructure.
- Experience leading technology modernization, data transformation, or process optimization initiatives.
- Knowledge of enterprise change management and organizational transformation methodologies.

Ideal Background
This role is well-suited for a Program Manager who has successfully led large-scale Capital Markets transformation programs involving business change, technology delivery, operational enhancements, regulatory initiatives, or enterprise modernization efforts within a major bank or financial institution.
The pay range that the employer reasonably expects to pay for this position is between CA$100.00 and CA$120.00
