Description:
The Contract Conformance Specialist III is responsible for day-to-day contract conformance activities for assigned capital and maintenance projects, including projects or programs of elevated complexity. This role manages contract documentation, supports timely communication between the Company and contractors, and helps identify, communicate, and resolve contractual matters to ensure obligations are met. The position works closely with project management, construction, project controls, legal, SCM, and other internal and external stakeholders.

Reporting Relationship and Scope
The Contract Conformance Specialist reports to the SCM Core Projects Supervisor and supports assigned projects or programs, including work of elevated complexity.

Key Responsibilities

  • Support the execution of project contracting strategies and ensure contract conformance requirements are understood and followed.
  • Facilitate preparation of work releases, contract agreements, exhibits, scopes, specifications, pricing documents, and special instructions.
  • Draft and review technical contract language related to scope, pricing, requirements, and project-specific instructions.
  • Coordinate with project management to incorporate functional requirements, contractor clarifications, and qualifications into final contract documents.
  • Support contractor negotiations during contract bidding, formation, administration, and issue resolution.
  • Develop and maintain contractor correspondence, documentation logs, contract records, and document control processes in accordance with company procedures.
  • Review contractor submittals for contract compliance and coordinate communication of non-compliance or deviations with the project team.
  • Manage the change order process, including change order logs, change directives, contractor change requests, and approved change orders.
  • Prepare agendas, facilitate contract-related meetings, and document meeting notes between the Company and contractors.
  • Review contractor invoices for contractual compliance, route for approval, and monitor through payment.
  • Coordinate service requisitions, contract closeout activities, compliance audit support, and resolution of contractual issues.

Desired Qualifications
Basic/Minimum Qualifications:
Bachelor’s or Associates degree in an engineering, construction, legal, technical or business discipline with a minimum of 10+ years of experience in legal, engineering, construction, and/or contract administration or contract conformance of construction related projects, preferably in the gas pipeline industry

Specific knowledge and experience in contracting process and issues related to energy industry construction projects.
Fundamental understanding of intent, context purpose and utilization of all documents typically included in or required by a contract.

 

The pay range that the employer in good faith reasonably expects to pay for this position is between $42.00 and $47.00
