Technical Analyst (Oracle Apex & MS Power Platform)
Our client in the Public Water domain is continuously improving its operations and use of technologies to meet business needs, including improved service delivery, operational efficiency, legislative requirements, and long-term application sustainability. In order to facilitate these changes and evaluate best options, the ITM Integrated Technology Management unit requires an experienced Microsoft Power Platform Consultant to assess the feasibility, cost, benefits, risks, and recommended approach for moving from an Oracle APEX development environment to a Microsoft Power Platform development environment .
Assignment Duties
The Microsoft Power Platform Assessment Specialist is responsible for:
• Assess the current Oracle APEX environment, application portfolio, technical architecture, hosting model, integrations, database dependencies, user base, support model, and operational requirements.
• Document each Oracle APEX application’s business purpose, complexity, value, data, security, reporting, integration, user group, and support requirements.
• Determine the most appropriate future-state option for each application, including Microsoft Power Platform, enterprise Client Management Systems, enterprise Work Management Systems, continued Oracle APEX support, consolidation, retirement, migration, or redevelopment.
• Conduct current-state and future-state licensing, hosting, infrastructure, database, support, maintenance, Dataverse, connector, environment, governance, administration, and security cost analysis.
• Evaluate business processes, stakeholder needs, application fit, risks, constraints, assumptions, dependencies, impacts, scalability, performance, lifecycle management, and opportunities for modernization, automation, standardization, or consolidation.
• Facilitate interviews, workshops, discovery sessions, project meetings, review sessions, steering committee meetings, and stakeholder presentations with business, technical, application support, administration, and management teams.
• Develop recommendations for transition roadmap, implementation sequencing, priorities, timelines, resource needs, Power Platform governance, environment strategy, security model, data management, solution deployment, support model, standards, and documentation practices.
• Prepare executive-level and technical-level documentation, business case materials, cost-benefit analysis, recommendation methodology, application scoring, status reporting, and knowledge transfer for City staff.
Qualifications
The consultant must respond to all requirements provided in the applicable RFR requirements.
• University or Community College degree in Computer Science, Computer Programming, or an equivalent combination of education and experience is a definite asset.
• Extensive experience with Oracle APEX application environments, including design, development, support, database dependencies, hosting considerations, and migration or modernization planning.
• Extensive experience with Microsoft Power Platform, including Power Apps, Power Automate, Power BI, Dataverse, connectors, environments, licensing, governance, security, administration, and application lifecycle management.
• Demonstrated experience developing business cases, options analysis, total cost of ownership models, cost-benefit analysis, and technology modernization recommendations.
• Strong business analysis skills, including stakeholder engagement, requirements gathering, process analysis, fit-gap analysis, risk assessment, and documentation.
• Excellent written and verbal communication, facilitation, presentation, and documentation skills.
Deliverables
The consultant will be responsible for producing deliverables associated with the assignment duties, including but not limited to:
• Current-state assessment of the Oracle APEX environment, including application portfolio, architecture, hosting, integrations, database dependencies, support model, and operational requirements.
• Oracle APEX application inventory and assessment matrix documenting purpose, complexity, user base, integrations, data sensitivity, business criticality, support needs, and recommended future-state option.
• Fit-gap and options analysis for migration, redevelopment, replacement, consolidation, retirement, continued support, Microsoft Power Platform adoption, and use of enterprise Client Management or Work Management Systems.
• Total cost of ownership and cost-benefit comparison across Oracle APEX, Microsoft Power Platform, and other recommended enterprise solution options.
• Risk, issue, assumption, dependency, constraint, impact, scalability, performance, governance, security, and lifecycle management assessment.
• Recommended future-state architecture, platform approach, transition roadmap, phases, timelines, priorities, resource requirements, and implementation considerations.
• Business case materials, including executive summary, background, current-state findings, options analysis, cost analysis, benefits, risks, recommendations, roadmap, and next steps.
The pay range that the employer reasonably expects to pay for this position is between CA$80.00 and CA$90.00
