Job Title: Training and Development Advisor II

High-Level Description
The primary focus for this role is to lead the development, implementation, and assessment of outcome based training programs for specific GT client groups. The Training Advisor possesses expertise in competency based learning programs and is responsible for the creation, maintenance, and continual improvement of Capability Management Processes designed to produce competent employees within a specific client group.

Specific Accountabilities
The Training Advisor will work independently to fulfill the following accountabilities:

  • Manage the creation, review, update, and approval of all competencies mapped to the client group.
  • Plan, prioritize, and lead the execution of the Training Processes to produce outcome based learning plans for defined competencies. Learning Plans may include:
  • Formal Coursework (developed and delivered internally or externally)
  • Web-Based Training (developed by instructional designers)
  • Self-Study
  • Simulator / Table-Top Exercises
  • On-the-Job Training
  • Build and manage Learning Plans in a supported Learning Management System (LMS); develop effective automated LMS reporting to facilitate management oversight.
  • Obtain and manage resources, either internal or external to the organization, to create new and improve existing outcome based training content.
  • Lead and/or participate in Competency Assurance activities for client group staff, including the implementation of the Administration Learning and Evaluation Processes.
  • Ensure effective competency assessment and goal setting for the client group by leading or participation in the execution of the Competency Measurement, Competency & Qualification Gap Assessment, and Individual Development Plan Processes by Assessors and People Leaders.
  • Support GT Management of Change processes by leading the completion of training needs assessments and ensuring that outcome based training programs are developed and delivered to affected staff.
  • Ensure current, accurate and complete training and competency records for client group staff are maintained and stored in compliance with the Records Management Policy.
  • Promote a learning culture by highlighting the need for competency development and assurance at all staff levels.
  • Develop and implement an Annual Training Plan for the client group as needed.
  • Execute comprehensive internal assessment, annual review, and compliance verification activities designed to validate that training processes are: being followed; aligned with client group department plans; in compliance with internal and external requirements; and effectively achieving their purpose.
  • Support and/or facilitate the delivery of training when required.
  • Participate on industry advisory groups as assigned.

Scope/Dimensions
The Training Advisor is required to apply expertise in adult learning while working closely with technical subject matter experts and instructional designers to produce focused outcome based learning programs that develop a competent workforce in an effective and efficient manner. The incumbent is expected to complete this work independently, make responsible decisions, and manage the competing requirements of multiple stakeholder groups both within the client group and in the broader development and learning team.

Contacts (Working Relationships)
The Training Advisor will work closely with staff in the following teams:

  • Field Operations;
  • Asset Integrity & Technical Services;
  • Gas Control;
  • Gas Regulatory;
  • External training vendors;
  • Corporate Development & Learning staff;
  • Functional departments, including: Health and Safety, Emergency Response, Environment, and Engineering; and
  • All other Technical Training group members including instructional designers and LMS administrator.

The Training Advisor will also be required to develop and maintain strong contacts with third-party training development professionals and training providers.

Knowledge, Skills & Abilities
Required:

  • Degree in adult learning or in a related technical field
  • 4-7 years of leadership and/or training development experience with a focus on the support of technical employees OR equivalent combination of formal education and experience
  • Excellent written and verbal communication skills
  • Competent user of Microsoft Office Programs, including Outlook, Excel, Word, and PowerPoint
  • Experience as a classroom facilitator is considered an asset
  • Strong coaching skills – training and/or certification as a coach is considered an asset
  • Knowledge of content creation tool(s) is considered an asset
  • Competent user of LMS program(s) is considered an asset

The pay range that the employer in good faith reasonably expects to pay for this position is between $46.00 and $52.00
