Job Title: Land Representative

The Opportunity:

Our client is seeking a Land Representative to join their Land & Public Awareness team. This role will independently manage land access and surface land acquisition files in support of the clients projects, operations, maintenance activities and business needs. The successful candidate will build strong landowner and stakeholder relationships, negotiate and administer land agreements, resolve land-related issues and claims, coordinate external land resources, and provide practical land advice to internal teams.

 

This position is open to candidates located in Edmonton, Alberta; Calgary, Alberta; or Regina, Saskatchewan, Canada.

 

How You’ll Deliver Value:

 

  • Manage land access and surface land acquisition files from initial planning through completion, including landowner engagement, identification of required land rights, agreement negotiation, documentation and close-out.
  • Negotiate and administer land agreements, including rights-of-way, access agreements, temporary workspaces, surface leases and other land-related agreements.
  • Build and maintain positive working relationships with landowners, land users, government agencies, field operations and internal business partners, acting as a primary point of contact on assigned land files.
  • Identify land requirements, land use changes, zoning or planning activity, encroachments, stakeholder concerns and emerging risks, and support practical strategies to mitigate or escalate issues appropriately.
  • Negotiate settlements and resolve land-related files, including claims, conflicts, contractual obligations, real property rights and damage prevention matters.
  • Develop recommendations for land strategies, processes and resolutions for unique or complex land matters.
  • Communicate with landowners, land users and stakeholders about project activities, damage prevention, public awareness requirements and land access expectations.
  • Ensure land-related conditions, commitments and stakeholder interactions are clearly documented and communicated to support operational execution and reduce impacts to private and public lands.
  • Coordinate land-related site readiness activities, including access requirements, site screening, brushing or clearing coordination, and other pre-construction or operational needs.
  • Provide land-related advice and support to internal teams, including Operations, Pipeline Maintenance, Environment, Projects, Public Awareness and Regulatory, and coordinate external land consultants, land agents and appraisers as required.

 

Minimum Qualifications:

 

  • Minimum of 5 years of related surface land, right-of-way, real property, stakeholder engagement or land administration experience.
  • Post-secondary degree or diploma in land management, business, real estate, agriculture, planning, environmental studies or a related discipline, or an equivalent combination of education and relevant experience.
  • Experience coordinating land access, resolving landowner or land user issues, assessing claims, managing conflict situations and developing practical resolution strategies while maintaining positive stakeholder relationships.
  • High level of initiative, accountability and self-motivation, with the ability to independently manage land-related files, stakeholder issues, competing priorities, and tight operational or project deadlines with sound judgment and limited supervision.
  • Working knowledge of land processes in pipeline, utility, energy infrastructure, municipal or regulatory environments, including land access, easements, surface leases, permits, encroachments and land use planning.
  • Ability to interpret legal plans, land title documents, easement documents, agreements and technical drawings.
  • Proficiency with Microsoft Office applications and experience using databases, records management systems or land management systems to track commitments, files and stakeholder interactions.
  • Strong analytical, critical thinking and problem-solving skills, with the ability to assess complex matters and recommend clear, workable courses of action.
  • Excellent relationship-building and communication abilities, with a demonstrated capacity to establish trust and collaborate successfully with landowners, land users, government agencies, consultants and internal stakeholders.

 

Preferred Qualifications:

 

  • Valid Alberta Land Agent Licence in good standing, or eligibility to obtain applicable land agent licensing.
  • IRWA designation or certification, such as RWA, RWP or SR/WA.
  • Experience working with federally or provincially regulated linear infrastructure projects, including CER- or AER-regulated pipelines.
  • Experience with public awareness programs, damage prevention, land use conflicts, third-party crossings or related pipeline operations requirements.
  • Experience working with agricultural landowners, rural communities, land users or farming operations.

 

This position requires candidates to:

 

  • Be legally authorized to work in Canada and able to travel within Canada and to the United States, as required.
  • Have and maintain a valid driver’s licence.
  • Travel to other company locations, field sites, stakeholder meetings or training sessions as required (estimated up to 15–20% of work schedule).
  • Stay overnight away from home base when required to support operational, project or emergency response needs (estimated up to 10–15% of work schedule).
  • Provide land-related on-call support for incidents, issues and emergencies as required.
  • Successfully complete pre-employment background checks as required for the role.

The pay range that the employer reasonably expects to pay for this position is between CA$60.00 and CA$85.00
