Job Title: Analyst Municipal & Utility Relations

Location: Markham, ON

Estimated Duration: 12 Months

Our client is one of Canada’s Fiber and 5G broadband company for rural living. They have become one of the country’s largest facilities-based telecommunications providers for residential and business customers.    The client is building a world-class Fiber optic and 5G wireless network to enable innovative broadband services for today and future generations.  We are seeking to hire a Analyst for Municipal & Utility Relations to join a dynamic team.  This is for an initial 12-month contract term with a strong chance to extend for more term.   Potential for permanent after a successful contract term.  

The role: 
Analyst Municipal & Utility Relations

Diplomatically work with relationships with key stakeholders within municipalities, utility, and communication companies to advocate on behalf of our client for various fiber build initiatives. Serve as a liaison for local approving authorities, and act as alternative  point of escalation for the regional construction teams.   Adopt a win-win negotiation approach in securing access agreements with municipalities, hydro utilities, road authorities, landlords, property managers, communications, and gas/rail companies. Ensure the accuracy and timely issuance of permits and make ready's, in order to facilitate uninterrupted construction of the network.

Key Responsibilities                      

  • An exceptional communicator with a knack for effectively interacting with both internal and external, stakeholders including landlord or government authorities.
  • Ability to work on a team that drives projects and tasks to finish on time, overcoming obstacles along the way; the expertise to solve problems, drawing on your experience and leveraging existing resources.
  • Interpret business requirements to assist in timely and appropriate project delivery.
  • Conduct pre-consultation correspondence/meetings with municipal or land-use authority staff regarding project objectives, constraints, requirements, outline applicable permitting and public consultations
  • Assess and apply government permitting and consultation protocol requirements/constraints to determine specific project parameters.
  • Understand fiber utility permits and utility make ready’s with internal deployment teams and client management by summarizing and tracking utility progress.
  • Generate sketch/exhibits for applicable land, utility, easements and property agreements and subsequent permitting and public consultation requirements.
  • Assist fiber planning team in acquiring all necessary permitting authorizations and approvals.
  • Be part of Project Information Sessions with project planning team.
  • Correspond with project stakeholders, supporters, and opponents to proposed developments.
  • Review, understand, and appropriately communicate legal agreements, site plans and typical fiber network project layouts.
  • Provide fiber Project Manager and permitting progress updates and problem mitigation.
  • Provide other relationship expertise to clients, engineering/construction personnel or external consultants.

Qualifications

  • Bachelor’s degree in Electrical/Civil Engineering or an equivalent discipline
  • 3-5 years of experience in working with municipalities and utility companies.
  • Experience working in public right of ways for fiber build initiatives preferred
  • Experience dealing with large residential and commercial property landlords is an asset
  • Excellent communication and written skills are required
  • Experience managing multiple discipline projects within telecommunications is preferred
  • Able to work independently with minimal supervision.
  • Strong computer skills (Excel, Microsoft Word, Power Point, Power BI, Auto cad and VISIO)
  • Must have a valid driver's license.
  • Must be familiar with CSA specifications

 

The pay range that the employer reasonably expects to pay for this position is between CA$50.00 and CA$55.00
