Title: Project Manager – Regulatory Compliance (Bill 96)
Location: Downtown Toronto – Hybrid

Overview:
We are seeking a seasoned Project Manager with experience leading regulatory compliance initiatives, specifically around Bill 96, to support a leading commercial insurance client. This role will lead cross-functional projects related to Quebec’s French language legislation, while also contributing to the advancement of broader PMO strategies and taking on additional compliance or operational projects as needed.

Responsibilities:

  • Lead the end-to-end delivery of the Bill 96 compliance project, including planning, execution, monitoring, and reporting.
  • Define project scope, timelines, milestones, and deliverables in collaboration with legal, compliance, technology, and business stakeholders.
  • Drive coordination across departments to ensure all systems, documents, and communications meet Bill 96 requirements.
  • Identify risks, track dependencies, and manage mitigation strategies throughout the project lifecycle.
  • Provide regular updates to senior leadership and steering committees on project progress, challenges, and outcomes.
  • Support PMO strategy by contributing to process improvement, documentation standards, and knowledge-sharing across compliance projects.
  • Collaborate with change management teams to ensure appropriate training and awareness for affected stakeholders.
  • Take on additional projects within the regulatory, operations, or transformation portfolio as needed.

Required Qualifications:

  • 5+ years of experience managing projects within commercial insurance or financial services environments.
  • Proven track record leading regulatory compliance projects, preferably including Bill 96 or similar language or accessibility legislation.
  • Strong knowledge of Quebec’s Charter of the French Language and its implications for enterprise operations.
  • Strong organizational and stakeholder management skills, with the ability to lead cross-functional teams.
  • Excellent verbal and written communication skills.
  • Bilingual (English and French) is a strong asset.
  • Proficient in project management tools (e.g., MS Project, JIRA, Smartsheet).

Preferred Qualifications:

  • Experience working in a PMO environment or contributing to PMO maturity and strategy development.
  • Familiarity with insurance systems, policy workflows, and customer-facing platforms.
  • Knowledge of Agile, Waterfall, or hybrid project delivery methodologies.
  • PMP, PRINCE2, or other project management certifications are considered an asset.

 

The pay range that the employer reasonably expects to pay for this position is between CA$70.00 and CA$80.00
