Our client in the Public Sector is seeking a Senior Business Analyst to support their Technology Services Division in the delivery of technical initiatives.
The Senior Business Analyst will act as a key liaison between business stakeholders and technical teams to ensure successful delivery of IT solutions. This role involves gathering and analyzing requirements, documenting processes, and supporting solution design and implementation for enterprise-level projects.
2.0         Assignment Duties
  1. Lead the elicitation, documentation, and validation of business and functional requirements for complex IT initiatives. 
  2. Facilitate stakeholder workshops, interviews, and meetings to capture business needs and align expectations. 
  3. Translate requirements into clear deliverables such as functional specifications, use cases, user stories, acceptance criteria, workflow diagrams, and data models.
  4. Collaborate with technical teams to ensure solutions meet business objectives. 
  5. Maintain consistent, clear communication between technical and business teams.
  6. Create, extract, and modify ad-hoc and standardized reports based on operational data as needed to support activities of the company
  7. Ensure thorough understanding of data sources and relationships to generate meaningful insights for management.
  8. Prepare test scenarios and data
  9. Assist in developing user guides, training materials, and onboarding sessions for modernized solutions.
  10. Contribute to change management plans to support adoption and minimize disruption.
  11. Support project planning, risk identification, and change management activities.
  12. Assist in user acceptance testing (UAT) and ensure deliverables meet quality standards.

 

 

3.0         Qualifications
  1. Experience
    • Minimum 5+ years of progressive experience in business analysis within large-scale organizations or enterprise environments.
  2. Education
    • Bachelor’s degree in Computer Science, Information Technology, or a related discipline.
  3. Certifications
    • Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI-PBA) is strongly preferred.
    • Additional certifications such as Agile Certified Practitioner (PMI-ACP) or Scrum Master (CSM) are considered an asset.
  4. Technical and Analytical Skills
    • Strong proficiency in business analysis methodologies, including process modeling, use case development, data analysis and requirements traceability. 
    • Demonstrated ability to perform option analysis, cost-benefit analysis, and trend analysis. 
    • Experience with IT systems analysis, including data flow diagrams, process flow diagrams, and system integration concepts.

  1. Tools and Technology
    • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint,

Visio). 

    • Experience with requirements management tools (e.g., JIRA, Confluence), and modeling tools (e.g., MS Visio). 
    • Familiarity with SQL and ability to perform basic data queries is an asset.

 

  1. Communication and Interpersonal Skills
    • Excellent oral and written communication skills, including the ability to prepare clear and concise documentation. 
    • Strong presentation and facilitation skills, with the ability to tailor content to diverse audiences.
    • Proven ability to build relationships and collaborate effectively with stakeholders at all organizational levels.

 

  1. Organizational and Leadership Skills
    • Exceptional organizational skills with the ability to manage multiple priorities and deliverables under tight deadlines. 
    • Demonstrated ability to work independently with minimal supervision and exercise a high level of initiative and self-direction.

 

  1. Additional Requirements
    • Experience in Agile and Waterfall project environments; understanding of SDLC.

              4.0         Deliverables
The Senior Business Analyst will be responsible for producing the following tangible outputs during the engagement:
  1. Business Requirements Document (BRD) o Comprehensive documentation of functional and non-functional requirements.
    • Includes detailed business rules, process flows, and acceptance criteria.
  2. Functional Specifications Document (FSD) o             Detailed specifications for system design and configuration. o               Traceability matrix linking requirements to design and testing.
  3. Process Models and Diagrams o         Current-state and future-state process flows using industry-standard notation
    • Data flow diagrams and system interaction models.
  1. Requirements Traceability Matrix (RTM) o     Mapping of requirements to design, development, and testing phases.
  2. Meeting Facilitation and Workshop Outputs o           Documented outcomes from stakeholder workshops and decision-making sessions.
    • Action items and follow-up plans.
  3. Option Analysis and Cost-Benefit Reports o               Evaluation of solution alternatives with recommendations.
  4. User Acceptance Testing (UAT) Support o      Test scenarios, scripts, and validation reports. o      Coordination of defect tracking and resolution.
  5. Status Reports and Communication Updates o         Weekly progress reports to stakeholders and project leadership.
    • Risk and issue logs with mitigation strategies.
  6. Other deliverables as directed by management

 
 

 

The pay range that the employer reasonably expects to pay for this position is between CA$80.00 and CA$90.00
