Job Title: Cobol Programmer/Analyst

Description
Reporting to the Team Lead and/or Project Manager, the Cobol Programmer/Analyst works with clients and team members to analyze, plan, design, develop and maintain applications associated to the DVA – Driver and Vehicle Applications. The DVA includes Driver Licensing, Driver Improvement and Control and Driver Fitness applications using the applicable technologies (Micro Focus Enterprise Developer, Micro Focus Enterprise Server, COBOL, JCL, IMS, VSAM, SQL Server, Rumba+ Web, Zscope, .NET, Powershell, Orsyp $U, SSRS, Windows Server etc).
The successful candidate may also act as a technical specialist to a project required to produce deliverables associated to all aspects of the Software Development Life Cycle while adhering to governance, standards, and best practices of the DVA Platform. The successful candidate may also provide technical, design, and architectural support to other team members, they may lead smaller projects or assist in the coordination of related activities across various functional areas.
Responsibilities
- Supports the development and customization required for DVA platform including monitoring and improving productivity.
- Develops and maintains code required to support the DVA platform.
- Provides support for assigned systems and applications.
- Develops test data and analyzes results.
- Analyzes current systems through review of documentation and consults with various internal and external stakeholders.
Prepares or provides input into one or more of the following;
- Feasibility studies, cost benefit analysis or business case
- Requirement definitions
- Conceptual design documents
- Plans
- System designs
- Project estimates
- Implementation planning
- Systems and programs specifications
- Systems and client documentation
- Defines testing requirements
Administrative:
- Provide status reporting as required
- Resolves problems related to service requests or production problems
- Evaluates, installs and performs upgrades on selected vendor software platforms and servers.
Qualifications
- Three years’ experience in systems analysis, design, and/or programming, of which two (2) years must be using applicable software (Micro Focus, COBOL, JCL, IMS, VSAM, SQL Server, Powershell, $U, Windows Server)
- Experience should include .NET technologies (such as Visual Basic.NET and C#.NET) within a Microsoft environment.
- Experience in project management
- Ability to manage multiple activities within established deadlines
- Knowledge in system integration is an asset
- Demonstrated ability to complete technical reports and conduct thorough research
- Good understanding of high-level architectural solutions
- Demonstrated ability to communicate effectively, orally and in writing, to convey technical information in a clear, concise and understandable manner for both technical and non-technical audiences
- Demonstrated ability to establish and maintain effective relationships and communications with supervisors, other employees, and vendors
- Demonstrated competency in the following or other applicable technologies and skill sets:

The pay range that the employer reasonably expects to pay for this position is between CA$70.00 and CA$75.00
