Externally, their technology is trusted for mission-critical applications including air defence, search and rescue, unmanned systems, and autonomous vehicle tracking. Their work directly supports safety, security, and operational effectiveness in highly regulated environments.


What we’re looking for

The Contracts Manager will oversee the full lifecycle of defence and government contracts within Canadian and U.S. procurement environments. This role ensures compliance with federal procurement regulations, supports major defence programs, and manages contractual risk across a portfolio of strategically important projects.

You will work closely with internal teams, affiliated organizations, subcontractors, and federal stakeholders such as Public Services and Procurement Canada (PSPC), the Department of National Defence (DND), and other government agencies. This position requires strong experience operating in complex, regulated contracting environments.

This role is required to be on site in the Ottawa office 5 days per week.


Duties include

Manage the full contract lifecycle, including proposal support, negotiation, award, execution, change management, and closeout.
Draft, review, and negotiate a wide range of contractual documents including NDAs, MSAs, subcontracts, teaming agreements, technical assistance agreements, MOUs, end user license agreements, and maintenance and support agreements.

Collaborate with legal counsel (external), supply chain, engineering, finance, and program management teams to identify and mitigate contractual risks and ensure obligations are clearly understood and met.

Act as the primary point of contact for contracting authorities such as PSPC, DND, and other federal agencies, as well as internal and external customers on all contractual matters.

Interpret and apply Canadian federal procurement frameworks, including PSPC Supply Manual requirements, Industrial and Technological Benefits (ITB) policy, and Controlled Goods Program requirements.

Support bid and proposal activities, including compliance matrices, pricing inputs, costing models, and contractual risk assessments.

Oversee preparation of customer quotations and ensure accuracy and compliance with internal and external requirements.

Maintain accurate contract records and ensure audit readiness in accordance with Canadian government standards.

Identify, assess, and mitigate contractual, financial, and schedule risks.

Monitor contract performance and provide regular reporting to internal leadership.

Ensure compliance with export control regulations (e.g., ITAR/EAR), security requirements, and Controlled Goods Program obligations.


You have

Minimum of five (5) years of experience in contract and financial management.
Bachelor’s degree in Business Administration, Law, or equivalent combination of education and experience.
Experience in contract management within defence, aerospace, or government contracting environments.
Strong understanding of Canadian federal procurement processes, PSPC Supply Manual requirements, SACC clauses, contract law principles, and commercial terms.
Experience managing client and stakeholder relationships in complex environments.
Proven ability to negotiate high-value, complex contracts.
Advanced proficiency in Excel, including complex costing models.
Strong communication, analytical, and stakeholder management skills.
Ability to work effectively in a regulated and security-sensitive environment.
Eligibility for Government of Canada security clearance and Controlled Goods registration.


It will be great if you have…

Experience working with PSPC, DND, or other federal departments.
Experience with U.S. government contracting systems such as EXOSTAR, WAWF, PIEE, or ARIBA.
Familiarity with ITB/offset requirements and Value Proposition frameworks.
Knowledge of cost-reimbursable, fixed-price, and hybrid contract structures.
Experience supporting major capital programs or long-term in-service support initiatives with complex costing requirements.
Background in subcontract management or supplier negotiations.
Experience with export compliance, Controlled Goods Program requirements, and Contract Security Program processes.
Familiarity with CMMC and its application to contractual obligations.

 

 

The pay range that the employer reasonably expects to pay for this position is between CA$105,000 and CA$140,000
