Job Title: Fibre Construction Manager

Our client is a Fiber and 5G broadband company for rural living. They have become one of the country’s largest facilities-based telecommunications providers for residential and business customers. The client is building a world-class Fiber optic and 5G wireless network to enable innovative broadband services for today and future generations. We are seeking to hire Construction Manager for the build currently underway in the Western Ontario corridor. This is a twelve month contract to start and has a strong chance to be extended for more term based on successful performance. This is a dynamic team. Fast paced environment. Must have use of own vehicle and client will pay mileage.
The role:
As part of the Fibre Construction team, the Construction Manager will be responsible for all physical and contractual aspects of the project related to the design and construction of the physical plant associated with fibre optic and FTTP networks. The Fibre Construction team employs a model whereby internal, or third party, fibre optic network designs are contracted out to external construction teams to build and test. As such, the Construction Project Manager must possess excellent people and communication skills to motivate and maintain effective lines of communication between all stakeholders.
This position reports to the Sr. Manager Fibre Deployment ON West
What you will do (Team responsibilities):
- Work with Fibre Planners to develop preliminary cost estimates and schedules
- Assist in client’s marketing effort where appropriate and as directed by management
- Assist Project Managers to run competitive RFP processes for the selection of fibre design and construction contractors
- Assist management in final contract negotiations and in the development of a short list of qualified contractors for future work
- Assist in negotiations with municipalities and government departments for Municipal Access Agreements and right of way usage
- Assist in contract negotiations with infrastructure owners (e.g. pole, duct owners) for the use of their infrastructure
- Conduct contractor safety pre-qualifications as required
- Gather applicable project safety documentation and certificates of insurance prior to project start
- Ensure contract, project coding and file structure are ready prior to project start
- Ensure contractual obligations of the project are understood and met by all parties
- Plan and organize work to meet project schedule deadlines and financial objectives
- Manage Request for Information, Change Order Management process and related reporting
- Develop and implement Inspection and Test Plans (ITP)
- Review applications for progress payment and approve invoicing in a timely manner
- Perform field safety audits and quality inspections
- Assist with the procurement of fibre construction materials
- Consult with industry peers and stay abreast of new industry technologies and industry standards
What you need to succeed (Individual competencies):
- Engineering Degree (electrical or civil), Technologist Diploma (electrical or civil), Journeyman Certificate for Communications Electrician, or equivalent experience
- Minimum 4 to 6 years of fibre optics construction management experience
- In-depth knowledge of fibre optic network construction techniques, construction equipment and fibre optic network technologies for use in both outside plant and inside plant applications
- Experience in the design and construction of FTTx networks
- Experience managing fixed price, unit price and time and materials contracting models – understanding of advantages / disadvantages of the various models
- Proven ability to manage relationships with construction contractors, consultants and subcontractors ensuring defined / contracted responsibilities are met
- Demonstrated ability to implement processes and best practices which improve communication and allow teams to scale
- Experienced in the implementation of construction standards and auditing contractors in their compliance of those standards
- Solid understanding of OH&S requirements with demonstrated experience in the development and application of Project Specific Safety Programs (Job Hazard Assessments, Emergency Response Plans, Safe Work Practices)
- Proven ability to break down barriers and foster collaboration across functions and teams
- Able to maintain a high level of performance under pressure in a fast-paced changing environment
- Excellent computer skills, particularly in the use of Google Earth software, CAD software and Microsoft products including Outlook, Word, Excel and Project
- Willingness to travel in the Western ON corridor
The pay range that the employer reasonably expects to pay for this position is between CA$45.00 and CA$53.00
