Job Description:

The Manager, IT Regulatory Compliance Programs leads the development, documentation, and management of banking regulatory compliance activities within the IT organization. This role supports IT’s first-line accountability for meeting regulatory obligations by ensuring that requirements are understood, controls are documented, tested, and gaps are proactively identified and remediated. The Manager oversees IT’s regulatory compliance controls inventory, partners with Business and 2nd Line Compliance teams, and drives IT readiness for examinations, audits, and regulatory reviews

Key Responsibilities

  • Develop, document, manage and maintain a complete and current set of IT controls to ensure they meet regulatory requirements.
  • Create and maintain comprehensive documentation of IT controls across the IT organization (infrastructure, applications, data and operations)
  • Conduct gap assessments to identify missing, insufficient, or non-compliant IT controls and work with teams to remediate any gaps.
  • Maintain centralized documentation of requirements, mapped controls, and gaps
  • Track remediation activities for identified gaps; coordinate with control owners to drive timely closure
  • Provide regular updates to IT leadership on compliance status, risks, and dependencies.
  • Escalate delays or issues that create regulatory exposure.
  • Collaborate with 2nd line Compliance to interpret regulations and ensure IT’s compliance obligations are understood and executed.
  • Support IT projects by documenting regulatory requirements that impact design, implementation, or operations.
  • Ensure requirement changes are reflected in IT processes, standards, and controls documentation.
  • Partner with IT teams to ensure controls are implemented and evidence is maintained.
  • Work closely with 2nd line, 1B and Internal Audit to support requests, reviews, and examinations.
  • Represent IT in regulatory walkthroughs, inquiries, and meetings as needed
  • Lead and develop direct reports
  • Set priorities, review deliverables, and ensure documentation quality and consistency.
  • Promote a proactive first-line compliance mindset within IT.

Key skills and qualifications

  • 5–7+ years of experience in IT regulatory compliance, IT risk, IT audit, or technology governance.
  • Strong understanding of banking regulatory requirements as they apply to technology (e.g., operational resilience, outsourcing/third party, data management, privacy, records retention, change management).
  • Experience documenting IT controls and managing remediation activities.
  • Ability to translate regulatory language into IT processes and technical requirements.
  • Strong leadership, communication, and organizational skills.

Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, or a related field.
  • Minimum of 8 years of experience in IT management with a focus on regulatory compliance programs.
  • Strong knowledge of industry-specific regulatory requirements.
  • Skilled in creating technical documentation and process mapping
  • Excellent communication skills with the ability to convey complex information clearly.
  • Strong organizational skills with attention to detail.
  • Relevant certifications are a plus.

The pay range that the employer reasonably expects to pay for this position is between CA$81,000 and CA$131,000
