Job Title: PIA Specialist

Location: Toronto, ON (Hybrid)

PIA Specialist
 

The Specialist will provide professional research, analytical, and advisory support related to privacy, information management, and information protection across the client's programs, services, and technology initiatives. This includes researching and interpreting federal, provincial, and municipal privacy and information management legislation, and providing practical guidance to ensure compliant and harmonized service delivery.
 
The role will work collaboratively with Legal Services, corporate partners, Client divisions, and external government stakeholders to support legislative interpretation, privacy risk management, and policy implementation. The Specialist will conduct Privacy Impact Assessments (PIAs), compliance reviews, and policy analyses to identify privacy risks, assess information lifecycle practices, and recommend mitigation strategies.
 

Assignment of Duties

 
The Specialist will deliver assigned privacy and information management work through structured assessments, research, analysis, and advisory activities. Duties focus on producing formal deliverables, supporting compliance, and providing timely guidance to Client divisions and projects. This can include but is not limited to the following:
 

  • Privacy Impact Assessments (PIAs): Complete PIA reports, including scope, data flows, risks, mitigations, and sign-offs. 
  • Privacy Summary Reports: Executive summaries of PIAs or initiatives highlighting key risks, decisions, and status. 
  • Legislative Research Memos: Analyses of federal/provincial/municipal statutes and regulations affecting information collection and privacy. 
  • Compliance Assessments: Reviews of Client programs/services/technology against information management policies and privacy obligations. 
  • Policy Gap Analyses: Identification of gaps in current policies, with options and recommendations for remediation. 
  • Records of Consultation: Documented advice to divisions/projects on managing and protecting City information.

                      3.       Experience and Qualifications
 

Research and Legislative Interpretation

  • Researches privacy and information collection provisions in federal, provincial, and municipal statutes.
  • Consults and collaborates with Legal Services and corporate partners for legislative interpretation and harmonized service delivery.
  • Liaises with Client divisions and other levels of government regarding information management legislation.

 

Advisory Assessments

  • Conducts assessments and provides advice on managing and protecting City information.
  • Provides corporate-level guidance consultative support through Privacy Impact Assessments and consultations.

 

Policy & Compliance

  • Reviews and recommends changes to Client programs, services, and technology initiatives for compliance with information management policies.
  • Identifies gaps and options for policy development; authors policies and recommends improvements.
  • Provides policy analysis and implementation advice on information lifecycle management, open access, and privacy issues.

 

Project & Stakeholder Management

  • Monitors issues, consult on significant projects, and participates in task groups and committees.
  • Ability to manage projects, monitor issues, and implement information management initiatives.
  • Establishes partnerships with multi-disciplinary business and technical teams to execute deliverables.

 

Documentation & Reporting

• Prepares Privacy Impact Assessments, Briefing Notes, and Privacy Summary reports as required.
 

Knowledge & Expertise

  • Strong understanding of information lifecycle management, privacy protection, and open government principles.
  • Knowledge of federal, provincial, and municipal statutes, regulations, and codes related to privacy and information management.
  • Expertise in Privacy Impact Assessments.

 
Analytical & Research Skills

  • Strong research and analytical skills for legislative and policy compliance.

 

Technical & Process Skills

  • Knowledge of corporate information management architectures and standards.
  • Understanding of accountable record-keeping, information access, and quality assurance requirements.

 

Communication & Collaboration

  • Excellent communication skills for preparing reports
  • Collaborative skills for working with legal teams, technical partners, and government agencies.

 

The pay range that the employer reasonably expects to pay for this position is between CA$80.00 and CA$105.00
