Program Portfolio Lead – Healthcare (EMR)
Our client in the public health sector at the municipal level currently relies on the provincially mandated Integrated Public Health Information System (iPHIS) for communicable disease (CD) surveillance and case/contact/outbreak management. Lack of desired and critical features limits effectiveness of the program, particularly in managing the increasing complexity and volume of cases such as measles contacts and institutional outbreaks.
Some Ontario Public Health Units (PHUs) have developed parallel systems, leveraging electronic medical records (EMRs) or repurposing COVID-19 IT infrastructure. The specialist will assist the client in exploring similar options to ensure continuity, efficiency, and compliance in CD surveillance and investigations.
Duties
• Coordinate cross-project activities and dependencies within and outside of the program
• Provide vendor and stakeholder management
• Resolve projects’ higher scope issues and act as the liaison between projects and the program director/senior management
• Prepare reports for program directors, senior management and executives as required
• Identify short-term solution for consideration to address immediate challenges with managing communicable disease surveillance and case/contact/outbreak.
• Identify long-term options to modernize communicable disease surveillance and case/contact/outbreak management across Health Protection’s communicable disease control (CDC) programs.
• Review and synthesize existing documentation on provincial system(s) limitations and previous solution proposals.
• Conduct environmental scans of alternative systems used by other Public Health Units (PHUs).
• Engage with internal stakeholders to gather requirements.
• Assess alignment of potential solutions with provincial and municipal standards.
• Recommend suitable strategies aligned with Division/Program's long-term goals for digital solutions for managing communicable disease surveillance and case/contact/outbreak
Qualifications
It is important that the Services be undertaken by a specialist who can demonstrate specific knowledge of, and experience in performing similar work for projects of comparable nature, size and scope as detailed below.
Qualifications and Experience:
1. Extensive experience managing large-scale projects and/or programs of significant complexity and value with high risk; including enterprise transformational IT projects, multi-stakeholder projects, in the public sector, preferably with experience in municipal and/or provincial digital health
2. Experience evaluating and implementing third-party or SaaS healthcare solutions, conducting environmental and market scans, and fit-gap analysis
3. Exposure to working with healthcare data, Electronic Medical Record (EMR) systems
4. Considerable experience preparing or drafting project management plans and documents (e.g. statement of work, project charter, Work Breakdown Structure (WBS), risk management plan, scope document, resource plan, project schedule, options analysis, financial documents).
5. 5+ years of Program Leadership and/or Senior Project Management experience, exhibiting clear, practical knowledge of tools and techniques for planning, organizing, executing, monitoring and controlling complex IT projects.
6. Experience working in a matrix project environment. Proven capabilities for developing and maintaining complex project delivery schedules. Excellent relationship management and consulting skills; ability to quickly earn the trust of sponsors and key stakeholders, mobilize and motivate teams; set direction and approach, resolve conflicts, execute with limited information and ambiguity.
7. Demonstrated experience across all stages of various IT project types, including information/data management projects, infrastructure/application development projects; from initiation to closing.
8. Ability to work independently as well as within a team environment.
9. Strong communication, presentation and facilitations skills to engage with others, deliver and compile project updates, track progress, and provide status reports to senior leadership.
10. Knowledge of Ontario Public Health Standards, Health Protection and Promotion Act (HPPA), Personal Health Information Protection Act (PHIPA) and public health digital solutions would be considered an asset.

• Options Analysis Report (Description of Assignment) outlining:
• Short-term solutions
• Long-term system options for broader Health Protection use
• Evaluation of each option against strategic, technical, cost, and operational criteria
• Stakeholder Engagement Summary documenting input from internal consultations
• Documentation of alignment with:
• Strategic Plan
• Ontario Public Health Standards (OPHS)
• Provincial data standardization and interoperability goals
The pay range that the employer reasonably expects to pay for this position is between CA$85.00 and CA$100.00
