Qualifications

  • Minimum of 10+ years hands-on experience in large project and program management in government jurisdictions and/or large private sector organizations.
  • University degree in Computer Science, Business Administration, Finance, or an equivalent combination of education and/or relevant working experience.
  • PMP® Certification from PMI (Current Status: Active / In good standing).
  • 10+ years progressive project management experience on large-scale IT projects using traditional and innovative methodologies, including agile, waterfall, and iterative approaches with associated tools.
  • 10+ years extensive experience managing and overseeing cross-functional teams during business requirements gathering, impact analysis, joint-application-design sessions, and mapping business processes.
  • 10+ years experience leading project activities and overseeing project documentation, including business requirements, functional/non-functional requirements, use cases, business process workflows (BPM/BPMN), data modeling, architecture diagrams, and technical design specifications.
  • Experience in government/public sector settings on modernization and legacy system replacement projects.
  • Experience with contract negotiations, procurement procedures, and vendor/contract management for IT business solution delivery.
  • Excellent written and verbal communication skills; confident communicating with business partners, leadership, and vendors.
  • Tenacious and willing to support the team during peak volumes and workloads.
  • Strong in process management and controls to minimize risk exposure.
  • Ability to achieve business objectives through influencing and effective stakeholder collaboration, including organizational change management.

Assignment of Duties

  • Lead the teams of technical staff, vendors, and other intra/interdivisional stakeholders to implement
  • Lead and manage the development of detailed scope requirements, budgeting, resources management, planning and scheduling, progress monitoring and reporting, manage and mitigate issues and risks, prepare and execute change requests.
  • Manages assigned projects, ensuring effective cross-divisional teamwork and communication, high  standards of work quality, health and safety and organizational performance and continuous learning.
  • Develop and execute a Change Management Plan that addresses the needs of the project and communicates expected changes and benefits
  • Develop stakeholder management strategies, including identification, analysis, conducting and documenting stakeholder assessments and developing engagement strategies
  • Apply assessment tools to assess readiness, culture, risk, resistance and the impact of change, among others
  • Supervises the work of multidisciplinary and inter-divisional project teams, as required, including the scheduling, assigning and reviewing of work.
  • Advises and responds to requests from senior management and Division Head on project issues, status, and technical matters.
  • Provides lead project management and strategic advice for various projects to the planning and execution of assigned capital projects in a complex municipal environment. Manages time, budget and scope to ensure successful project execution.
  • Monitors projects with the help of other City divisions to ensure completion in accordance with approved plans, agreements of undertaking and long-term maintenance.
  • Knowledge of current change management methodologies, principles, practices, processes, tools and templates
  • Experience in the practical application of change management methods and strategy, including complexity, culture, risk, readiness and other assessments, stakeholder identification, analysis and engagement, change communication planning, and training strategy development

The pay range that the employer reasonably expects to pay for this position is between CA$98.00 and CA$108.00
