Technical Project Manager

Our client manages parking garage facilities across Toronto. The Client’s Corporate Security team manages the physical operational security program on behalf of the end client. In March 2018, Corporate Security commenced a security review of all end Client garages with a particular focus on those facilities experiencing higher frequencies of reported security incidents.

This assessment identified the need to invest in a more robust, multi-layered security platform utilizing incremental personnel, facility enhancements, and technology. Based on the assessment, Corporate Security has a multi-year plan to implement physical security devices (Video surveillance cameras, electronic locks, emergency intercoms, which are to be monitored/controlled from the Client’s security control centre located at Don Mills Rd.) at 30 parking garages in order to provide streamlined and consistent levels of security and safety for customers and staff. 
 
Phase 1 of the project will focus on implementing a Client network infrastructure at 9 priority garage facilities and establishing the backhaul and secure connection to the Client Security Control Centre at 703 Don Mills. Phase 2 will focus on implementing the same for the remaining 20 garage facilities. 
 
A Project Manager is required to direct, monitor and manage the Client Network team and the Client’s network provider team to deliver network connectivity (Client network circuits) at all 30 TPA garage facilities, including, but not limited to, coordination of site access and reviews; requesting, reviewing and endorsing quotes for conduit installation and coring; managing and reporting on network installation at each site; and presenting and chairing project committee and other steering committee forums on project progress and driving for decisions.

Assignment Duties
The Project Manager is responsible for:  
•            Leads and manages in all stages of the project lifecycle.
•            Leads and manages the development of detailed scope requirements, budgeting, resource management, planning and scheduling, monitoring and reporting progress; manages and mitigates issues and risks; review, prepare and execute change requests.
•            Develops, manages and reports on detailed project plans of varying levels of complexity. 
•            Leads, facilitates and contributes to the design, creation, development and sustainment of corporate standards for the Division, including formalized project management methodology, change management, application development and migration.
•            Manages all aspects of assigned projects, including the project charter, project plan and schedule, progress, budget, risk management, issue management, change management, resource management, quality review/best practices.
•            Leads, contributes, oversees, and prepares project budgets and provides financial management of procurements; sole source requests; contract negotiations; leasing agreements; business cases; feasibility and cost/benefit analysis.
•            Oversees, participates and supports the recruitment, selection, training and supervision of assigned project staff.
•            Leads, participates in, and oversees the preparation of various formal contractual documents such as: Request for Expression of Interest (REOI), Request for Information/Proposal/Quotation/Resource (RFI/P/Q/R), ITAPP, Statement of Work (SOW), Memorandum Of Understanding (MOU) and Service Level Agreements (SLA).
•            Provides leadership in the evaluation, selection and recommendation of technical solutions and professional services; manages vendors and contractors in the overall solution delivery process.
•            Negotiates with executives and senior management, clients and various partners often with competing and conflicting goals, objectives and priorities.
•            Manages and administers consultant/contractors and projects/contracts, implements quality assurance/quality control procedures, authorize payments and recommends additional payments in accordance with the Client's financial authority and by-laws or contract terms.
•            Negotiates and documents project changes involving scope, timelines, and budget.
•            Reviews, tracks, evaluates and reports on consultant and/or contractor progress, expenditures and performance to ensure adherence to project schedule, budget, scope, and contract terms.
•            Adheres to the principles of the Project Management Institute (PMI) and PMI's Code of Ethics and 
•            Professional Conducts to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve targets.
•            Promotes standardization in areas relating to project administration, documentation, progress tracking and technical designs.
•            Assesses and recommends scalable multi-jurisdictional business and technical solutions that meet client and business requirements in the context of corporate standards, policies and procedures for information technologies and architectures. 
•            Determines requirements, conducts research and evaluations and obtains all approvals and signoffs.
•            Informs and educates senior managers, business users and technology peers on technology trends, and the effective use of business and technology solutions and information management
 
 Qualifications
It is important that the Services be undertaken by a Project Manager who can demonstrate specific knowledge of, and experience in performing similar work for projects of comparable nature, size and scope as detailed below.
 
Qualifications and Experience:
•            Post-secondary education in Computer Science or a related discipline or an equivalent combination of education and experience.
•            Project Management Professional (PMP) certification in good standing.
•            Experience required managing all aspects of enterprise-wide IT projects in complex, multi-departmental environments (including budget and timeline management, scope management, estimating and managing project resources, risk management, issues management, organizational change management, timely decision-making, critical path identification, etc.).

•            Experience managing large-scale network implementation or infrastructure projects involving WAN/LAN deployments, MPLS (Multiprotocol Label Switching) network circuits, software defined networks, and Virtual Private Networks (VPN) across multiple locations.
•            Experience coordinating delivery of network implementations across project teams, vendors including network engineers, architecture teams and field technicians as well as coordinating site visits for engineering review and designs and their approvals.
•            Excellent communication and presentation skills including ability to effectively communicate project status to multiple stakeholders including Executive and Senior management, business and technical stakeholders for assigned projects.
•            Excellent people management skills and experience working with, and managing, technical project teams in application development, implementation of infrastructure solutions
•            Considerable experience with contract negotiations, procurement procedures and Vendor and Contract Management.
•            Excellent financial acumen, with the ability to perform Cash Flow, NPV, and ROI calculations to support project decisions.
  
Technical Capabilities:
•            Knowledge of architecture & topology design, advanced routing/switching, high-availability and failover planning (e.g., redundant paths, clustering).
•            Knowledge in networking devices and switches, including Cisco ASA/Firepower, Palo Alto, Fortinet; VPN technologies including IPsec, SSL VPNs; Zero-trust, segmentation strategies; and DNS/DHCP hardening and NAC.
•            Knowledge in MPLS (Multiprotocol Label Switching) network circuits, software defined networks, and Virtual Private Networks (VPN) across multiple locations.
•            Proficiency in using project management tools (e.g., Microsoft Project) and techniques to develop project plans for software development projects.

Deliverables
Project Plan & Schedule – detailed timelines, milestones, dependencies, and site-by-site deployment sequencing.
RAID Log – actively managed list of risks, issues, assumptions, and dependencies across all 30 sites.
Site Readiness Assessments – documented confirmation that each garage meets prerequisites for WAN/LAN activation.
Cutover & Deployment Plan – step-by-step rollout plan for network activation, testing, and go-live coordination.
Operational Handover Package – final documentation transitioning the solution to steady-state support teams, including SOPs and escalation paths.

 

The pay range that the employer reasonably expects to pay for this position is between CA$80.00 and CA$100.00
