Project Manager – VoIP
Description of Assignment
The Project Manager will lead the approved Unified Communications: Calling in the Cloud multi-year capital project to replace its two on-premises Unified Communications (UC) infrastructures with a cloud-based solution. Working with the strategic partners, the Project Manager will manage a project team consisting of internal and external resources to a) develop an implementation roadmap for transitioning from on-premises PBX (VoIP) to a modern cloud-based telephony that includes softphone, common area hard phones, paging systems and other automated systems across the City, and b) decommission the on-premise VOIP infrastructure.
This role will also manage the upgrade of the UC platform to version 15 to ensure continued supported operations while managing the planning and implementation of the migration to a cloud solution by Q2 2028.
This project is a priority initiative for the Technology Services as per the Unified Communications Roadmap requiring replacement of on-premise services with cloud-based services to realize reduction in on-going costs.
Assignment Duties
The Project Manager is responsible for:
• Leads and manages in all stages of the project lifecycle.
• Leads and manages the development of detailed scope requirements, budgeting, resource management, planning and scheduling, monitoring and reporting progress; manages and mitigates issues and risks; review, prepare and execute change requests.
• Develops, manages and reports on detailed project plans of varying levels of complexity.
• Leads, facilitates and contributes to the design, creation, development and sustainment of corporate standards for the Division, including formalized project management methodology, change management, application development and migration.
• Manages all aspects of assigned projects, including the project charter, project plan and schedule, progress, budget, risk management, issue management, change management, resource management, quality review/best practices.
• Leads, contributes, oversees, and prepares project budgets and provides financial management of procurements; sole source requests; contract negotiations; leasing agreements; business cases; feasibility and cost/benefit analysis.
• Oversees, participates and supports the recruitment, selection, training and supervision of assigned project staff.
• Leads, participates in, and oversees the preparation of various formal contractual documents such as: Request for Expression of Interest (REOI), Request for Information/Proposal/Quotation/Resource (RFI/P/Q/R), ITAPP, Statement of Work (SOW), Memorandum Of Understanding (MOU) and Service Level Agreements (SLA).
• Provides leadership in the evaluation, selection and recommendation of technical solutions and professional services; manages vendors and contractors in the overall solution delivery process.
• Negotiates with executives and senior management, clients and various partners often with competing and conflicting goals, objectives and priorities.
• Manages and administers consultant/contractors and projects/contracts, implements quality assurance/quality control procedures, authorize payments and recommends additional payments in accordance with the City’s financial authority and by-laws or contract terms.
• Negotiates and documents project changes involving scope, timelines, and budget.
• Reviews, tracks, evaluates and reports on consultant and/or contractor progress, expenditures and performance to ensure adherence to project schedule, budget, scope, and contract terms.
• Adheres to the principles of the Project Management Institute (PMI) and PMI’s Code of Ethics and
• Professional Conducts to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve targets.
• Promotes standardization in areas relating to project administration, documentation, progress tracking and technical designs.
• Assesses and recommends scalable multi-jurisdictional business and technical solutions that meet client and business requirements in the context of corporate standards, policies and procedures for information technologies and architectures.
• Determines requirements, conducts research and evaluations and obtains all approvals and signoffs.
• Informs and educates senior managers, business users and technology peers on technology trends, and the effective use of business and technology solutions and information management
Qualifications
It is important that the Services be undertaken by a Project Manager who can demonstrate specific knowledge of, and experience in performing similar work for projects of comparable nature, size and scope as detailed below.
Qualifications and Experience:
• Post-secondary education in Computer Science or a related discipline or an equivalent combination of education and experience.
• Project Management Professional (PMP) certification in good standing.
• Experience required managing all aspects of enterprise-wide IT projects in complex, multi-departmental environments (including budget and timeline management, scope management, estimating and managing project resources, risk management, issues management, organizational change management, timely decision-making, critical path identification, etc.). • Experience managing large-scale telephony and collaboration infrastructure projects involving VoIP networks, SIP-based calling, Contact Centre platforms, Cisco Unified Communications platforms, and Microsoft Teams telephony solutions across multi-site enterprise environments.
• Excellent communication and presentation skills including ability to effectively communicate project status to multiple stakeholders including Executive and Senior management, business and technical stakeholders for assigned projects.
• Excellent people management skills and experience working with, and managing, technical project teams in application development, implementation of infrastructure solutions.
Technical Capabilities:
• Knowledge of on-prem and cloud based Unified Communications systems including Cisco Unified Communications, Microsoft Teams voice, Direct Routing as a Service, Operator Connect, and other VoIP technologies, and enterprise telephony.
• Knowledge of architecture & topology design, including advanced routing/switching; high availability; VPN technologies including IPsec, SSL VPNs; Session Boarder Controllers, private networks, and SIP Trunking.
• Knowledge in networking devices, switches and network circuits, including Cisco ASA/Firepower, Palo Alto, Fortinet; Zero-trust, segmentation strategies; DNS/DHCP hardening and NAC; MPLS (Multiprotocol Label Switching) network circuits and software defined networks.
• Proficiency in using project management tools (e.g., Microsoft Project) and techniques to develop project plans for software development projects.

Project Plan & Schedule – detailed timelines, milestones, dependencies, and site-by-site deployment sequencing.
RAID Log – actively managed list of risks, issues, assumptions, and dependencies across all 30 sites.
Upgrade Plan and Implementation – documented and approved plan, and implementation of the plan to upgrade current on-prem infrastructure to address near term end of support.
Proof of Concept Plan and Implementation – documented and approved plan, and implementation of the plan including monitoring criteria for success or failure scoring of Proof of Concept
Implementation Plan – documented and approved plan for migration of VoIP softphone, common area phones, paging systems, room devices and other telephony components to a cloud solution, including monitoring, and hypercare.
Cutover & Deployment Plan – step-by-step rollout plan, testing, and go-live coordination.
Operational Handover Package – final documentation transitioning the solution to steady-state support teams, including SOPs and escalation paths.
The pay range that the employer reasonably expects to pay for this position is between CA$80.00 and CA$100.00
