1.0       Description of Assignment
The candidate will provide senior Business Analysis expertise in support of a large-scale enterprise transformation initiative involving operational systems, asset-intensive business functions, data modernization, process standardization, and cross-functional technology integration.

the client is seeking a seasoned Business Analyst to support a complex multi-year program spanning multiple operational business units and stakeholder groups. The initiative involves modernizing business processes, replacing and rationalizing legacy tools and workflows, improving operational data structures, enabling reporting and performance measurement, and supporting the implementation of an enterprise-grade platform across diverse maintenance and operational environments.

The successful candidate will bring deep experience in large-scale business transformation, enterprise application delivery, stakeholder engagement, business process redesign, requirements management, and implementation support within complex, asset-intensive or operations-heavy organizations. This role requires a professional who can work effectively across business and technical teams, operate with a high degree of independence, and provide strategic and practical guidance throughout the full project lifecycle.

The Specialist will work in a hybrid model (2–3 days per week on site) at Union Station, 4th Floor, East Wing, or other locations within the City of Toronto, as required.


 
2.0       Skills and Certifications
Mandatory Skills/Certifications
  • University degree in Business Administration, Computer Science, Engineering, or a related field
  • 10+ years of business consulting / business analysis in complex enterprise environments
  • 5+ years as a senior or lead Business Analyst on large-scale initiatives
  • Proven experience supporting enterprise platform implementations; system modernization and transformation programs; large multi-stakeholder initiatives involving business process change, system integration, operation readiness
  • Demonstrated ability to: elicit, analyze, and document requirements; translate business needs into process and system solutions; analyze, design, model business processes; sustain requirement traceability
  • 5+ years hands-on experience with IBM Maximo (or equivalent EAM system) in operational environments including: requirements support, configuration management; business process integration)
  • Strong proficiency in SQL and data analysis; data modeling, mapping and migration; data management and quality assurance in enterprise systems
  • Proven ability to work across business and technical teams; influence stakeholders and communication recommendations at operational and strategic levels

Other Skills/Certifications

  • Expert knowledge of MS Office tools including Excel, Word, PowerPoint, Visio, and Access
  • Familiarity with KPI development, operational reporting, and performance measurement frameworks
  • Strong written, verbal, facilitation, and presentation skills
  • Experience engaging and influencing a broad stakeholder group including operations, business, project, and technical teams
  • Organizational Change Management experience, including supporting user adoption in unionized or operational environments
  • Experience developing training materials and delivering end-user training for both technical and non-technical audiences
  • CBAP, PBA, or related certifications are an asset
  • Public sector and transportation experience is an asset (rail/transit preferred)
3.0       Assignment Duties
Reporting to the Manager – Business Development Innovation, and taking project direction from Project Management, the Business Analyst will be responsible for the following:
  1. Lead the gathering, elicitation, analysis, and documentation of business and functional requirements, including project scope, objectives, benefits, assumptions, constraints, and risks
  2. Develop business-focused solution proposals to address the needs of operations, maintenance, and frontline user groups
  3. Document current state business processes, including pain points, controls, decision points, handoffs, and measurable inefficiencies
  4. Design future state processes aligned to operational goals, business priorities, and target capabilities
  5. Prepare functional and non-functional requirements for applications, interfaces, reporting, dashboards, and supporting data structures
  6. Support trade-off discussions across scope, schedule, cost, and business value in partnership with the project team
  7. Work closely with solution architects, technical leads, and delivery teams to support option analysis, feasibility review, and solution alignment
  8. Support business case development, business impact analysis, and decision support materials for leadership
  9. Provide guidance on legacy data assessment, data mapping, data migration, and business rule alignment
  10. Collaborate with vendors and internal teams to ensure the proposed solution meets documented business needs and operational requirements
  11. Identify opportunities for process harmonization, integration, and standardization across lines of business
  12. Work closely with business and technical architects to align business capabilities, data requirements, process design, and enabling technology
  13. Prepare presentations, facilitate meetings, document decisions, and maintain project artifacts for business and leadership audiences
  14. Coordinate and manage business analysis activities across workstreams as required
  15. Support test planning, test case development, user acceptance testing, and validation of business requirements
  16. Provide functional support to developers, testers, and business users during build, test, deployment, and post-implementation phases
  17. Provide on-site rollout and production support as part of implementation activities
  18. Be willing to travel to various sites and provide occasional off-hours support for training, rollout, or operational readiness needs
  19. Attend site visits across operational and office locations within the GTA, as required
  20. Comply with OHSA and Health and Safety policies and procedures in the workplace

 

 

The pay range that the employer reasonably expects to pay for this position is between CA$80.00 and CA$90.00
