Senior Developer (Front-end / Server-Side)

Our client in the public sector is looking for an experienced and motivated Sr. Developer (Front-End/Server side) for a Web-based an Inventory Project in support of a particular Program, who can work with Technology / Digital teams as well as project stakeholders using their skills and expertise to contribute to project delivery in fast-paced environment. 
 
The project goal is to replace a legacy MS Access Database application, move data and provide enhanced functional capabilities and interfaces for authorized users in a particular division to store and manage data.

Assignment Duties
The Sr. Developer will work with the team(s) to implement new solutions and enhance MVP using SDLC /Agile/Hybrid methodologies and be answerable as per following:
 
1.           Modernizing TS Web-based Traffic Calming Inventory Application in support of Vision Zero Program using a more sustainable web-based platform, providing user-friendly interfaces for data entry and validation supported by an enhanced data model, eliminating data errors and duplications,
2.           End-to-end business process review resulting in proposed target-state to support technology enhancements,
3.           Improving search capability and reporting/extracting functions for regular users,
4.           Automate data extraction of reports (while also allowing for on-demand report generation) for distribution to Open Data and other offices,
5.           Implementing interface for spatial data representation when integrating with enterprise systems such as Geospatial Information System (GIS/ArcGIS platform),
6.           Having scalable, stable, and secure technological infrastructure components supported by Technology Services Division,
7.           Design for potential integration with other systems 
8.           Expanding Access Control and Role-Based User Management
9.           Implementing Single Sign On (SSO) for authentication and authorization. 
10.        Others project tasks as required. 
 
Qualifications
It is important that the Services be undertaken by Sr. Developer who can demonstrate specific knowledge of, and experience in performing similar work for projects of comparable nature, size and scope as detailed below.
 Qualifications and Experience:  
•            University degree in Computer Science, Data Science, Information Systems or related technical discipline, and 7+ years of progressively more responsible experience working on medium-scale information technology projects or the approved equivalent combination of education and/or experience
•            7+ years extensive experience working independently with minimal supervision on application design, development, architecture and integration as well as creating and managing architecture diagrams, technical documents, risk assessment, digital accessibility compliance, and QA/UAT feedback.
•            7+ years extensive experience in developing Single Page Application development using HTML5, CSS3, JavaScript, JQuery, Bootstrap, and frameworks such as Backbone, React as well as API integration with REST (JSON, XML) APIs.
•            5+ years extensive experience in root cause analysis during unanticipated outages by providing troubleshooting and debugging recommendations and support.
•            5+ years working experience developing and/or maintaining medium- scale information technology applications and working effectively with a group of multidisciplinary staff in a project team setting including the creation of related documentation as well as relevant training.
•            5+ years working experience developing digital products that comply with accessibility standards and/or best practices (WCAG 2.x AA, WAI-ARIA) while optimizing accessibility features of the platform (Web, iOS, Android). • Working experience with technical and business teams in supporting Accessibility for Ontarians with Disabilities Act (AODA), Security Threat and Risk Assessment (STRA), Privacy Impact Assessment (PIA);
•            Experience in a government/public sector setting on modernization and replacement legacy system projects.
•            Demonstrated ability to establish and maintain an effective working relationship with clients and projects stakeholders with a strong customer service orientation; have highly developed interpersonal skills and communication ability to interact and work effectively with commitment to diversity and inclusion. 
 
Deliverables
Contribute to delivery following project work packages according to Sr. Developer Role when working on design, development, testing and others implementation tasks:  
 
•            Work Package 1: Application Design & Development to deliver Minimum
Viable Product Plus (MVP+) /Core Functionality for Full Product and Release 2 
•            Work Package 2: Data management and Data Quality, ETL for MVP+ 
•            Work Package 3: Integration/Interfaces/APIs 
•            Work Package 4: Transition MVP+ Full Product to Operational/Sustainment team(s).

 

The pay range that the employer reasonably expects to pay for this position is between CA$80.00 and CA$90.00
