Senior Compliance and Safety Manager


Summary

The Senior Compliance and Safety Manager will oversee compliance with Safety and System Assurance standards, as well as adherence to national risk evaluation frameworks for a legacy fleet maintenance operation in the Greater Toronto Area (GTA). This role will report directly to executive leadership at both the local and corporate levels and will collaborate closely with a Project Company’s (PCo) Chief Safety Officer concerning fleet-related activities.

This individual will lead the design, deployment, and continuous improvement of processes aligned with contract obligations, safety legislation, and assurance programs. Key focus areas include Health & Safety, Environmental, System Assurance, Quality, and KPI tracking.


Key Responsibilities

  • Lead all aspects of Safety and Compliance for fleet maintenance operations, including Health & Safety and System Assurance.

  • Ensure alignment with all relevant municipal, provincial, and federal regulatory frameworks and agency standards.

  • Maintain full compliance with Safety, Environmental, Assurance, and Quality frameworks as defined contractually.

  • Develop and maintain a regulatory compliance assessment method, stay current with regulatory changes, and ensure ongoing alignment.

  • Implement effective risk management practices, including mitigation strategies.

  • Monitor and enforce adherence to federal/provincial safety regulations and best practices.

  • Promote a culture of continuous improvement through structured change and innovation across the operation.

  • Support preventative and corrective maintenance process enhancements.

  • Lead Quality Assurance efforts, ensuring adequate resources and thorough execution.

  • Proactively advise leadership on emerging compliance issues or potential risks.

  • Generate executive-level reports and performance analytics in a timely, structured manner.

  • Investigate, assess, and report on incidents related to safety, risk, non-conformance, operational events, and security matters.

  • Contribute to initiatives tied to system assurance, safety case development, product validation, and related engineering assurance requirements.

  • Liaise with safety oversight bodies, third-party safety assessors, and certification groups as required.

  • Develop and present KPI dashboards that track performance as per project objectives.


Qualifications

  • University degree in Engineering, Management, Administration, or a related field.

  • Post-secondary credentials in Health & Safety or Quality, including Six Sigma certification (Green or Black Belt preferred).

  • 7–12 years of progressive experience in senior-level Safety, Assurance, and Compliance roles, specifically within the rail transit or related infrastructure sectors.

  • Minimum of 5 years in a leadership position.

  • Familiarity with RAMS (Reliability, Availability, Maintainability, and Safety) principles.

  • Knowledge of ISO and EN standards: ISO 14001, ISO 45001, ISO 15288, ISO 22341, ISO 9001, and EN 50126.

  • Strong experience in performance accountability and regulatory reporting.

  • Excellent communication, leadership, and ethics.

  • High-level problem-solving, organizational, and project management skills.

  • Proficiency in Microsoft Office applications.

  • Working knowledge of Canadian risk evaluation frameworks applicable to rail systems.

  • Understanding of Safety Management System Regulations and Passenger Rail Security frameworks.


Preferred Qualifications

  • Experience supporting or overseeing operations in a live rail Operations & Maintenance (O&M) environment.

  • Background working within large, multi-stakeholder public infrastructure or transit projects in Ontario.

  • Experience in unionized settings.

  • History of managing distributed teams across multiple work sites as part of a major program.
