Job Title: Program Manager – Capital Markets
Contract Term: 6-month contract (with potential extension up to 3 years)
Location: Downtown Toronto, hybrid 4 days per week onsite

Position Overview
The Capital Markets group is seeking an experienced Program Manager to lead a bank-wide OSFI remediation initiative focused on strengthening the bank’s intraday liquidity management frameworks, policies, processes, and supporting technologies. The Program Manager will oversee regulatory remediation activities, ensure alignment with OSFI expectations (including B-06 and related guidelines), and coordinate cross-functional delivery across Technology, Treasury, Liquidity Risk, Operations, Compliance, Front Office, and Finance.
This role requires a strong blend of regulatory knowledge, capital markets expertise, program governance, and change-management capability. The successful candidate will ensure the bank meets regulatory obligations while driving sustainable enhancements to intraday liquidity monitoring, reporting, controls, and operational resiliency.
Key Responsibilities
Program Leadership & Delivery

  • Lead the end-to-end execution of the OSFI Intraday Liquidity Remediation Program across the bank, ensuring delivery within scope, timeline, and regulatory commitments.
  • Translate OSFI findings, guidance, and internal audit observations into clear remediation workstreams, milestones, and deliverables.
  • Manage a large multi-disciplinary program team including Technology, Operations, Treasury, Risk, Compliance, and Capital Markets business units.

Regulatory & Risk Management

  • Ensure all program deliverables align with OSFI guidelines, including enhanced measurement, monitoring, governance, and reporting of intraday liquidity.
  • Coordinate responses to OSFI requests, examinations, updates, and validation reviews.
  • Maintain strong documentation, evidence, and audit trails to support regulatory validation.

Governance & Stakeholder Engagement

  • Establish and run program governance forums, steering committees, working groups, and executive updates.
  • Provide clear, data-driven reporting on program health, risks, dependencies, and budget status.
  • Engage senior stakeholders across Capital Markets, Treasury, Risk Management, Technology, and Compliance to drive decisions and resolve issues.

Change Management & Implementation

  • Oversee design and implementation of new or enhanced intraday liquidity dashboards, monitoring tools, data flows, and reporting processes.
  • Support changes to policies, frameworks, and control environments linked to intraday liquidity.
  • Ensure operational teams are trained, prepared, and fully transitioned to new processes and technologies.

Qualifications & Experience
Required

  • 8–12+ years of program or project management experience in financial services, with a strong delivery record in regulatory remediation or liquidity-related initiatives.
  • Deep understanding of capital markets operations, treasury functions, liquidity risk management, or payment/settlement processes.
  • Experience working with OSFI or other prudential regulatory guidelines (e.g., intraday liquidity monitoring, LCR, liquidity risk governance).
  • Strong background in enterprise-level programs with complex dependencies, data requirements, and multi-stakeholder coordination.
  • Excellent communication, executive reporting, and stakeholder-management skills.

Preferred

  • Prior experience managing OSFI remediation programs or intraday liquidity initiatives.
  • PMP, PRINCE2, Agile certification, or equivalent.
  • Experience within a global markets or wholesale banking environment.
  • Knowledge of payment systems (LVTS/Lynx, CLS), collateral management, and liquidity tools.

The pay range that the employer reasonably expects to pay for this position is between CA$100.00 and CA$120.00
