1.0       Description of Assignment
The CLIENT is seeking a Project Manager with the relevant experience to manage delivery of complex projects as part of the ITS Capital Portfolio. 

Governance, Risk and Compliance (GRC) project is launched to address challenges in risk management, compliance, and audit processes. GRC initiative aims to implement a comprehensive Governance, Risk, and Compliance (GRC) framework that strengthens CLIENT’s ability to manage risk, ensure compliance, and maintain operational continuity. This includes four key focus areas: Integrated Risk Management, Business Continuity Management, Privacy Management, and Third-Party Risk Management.

Objective of Mass Notifications project is to Implement cloud-based mass notification system (MNS) that allows designated staff and administrators to simultaneously send notifications to individuals or groups using lists, locations, and other defined factors in an emergency or incidents. The system should be capable of sending notifications through multiple channels to alert staff groups about incidents or emergency situations and provide critical information promptly via mobile app alerts, SMS, RCS or other mobile devices.

The incumbent must ensure all standards, key deliverables, governance and success measures are in place. They must successfully understand and communicate the project(s) vision to all key stakeholders and is required to effectively manage through all phases of the project life cycle to ensure that functionality and performance objectives are met on schedule and within approved budgets.

This position requires a seasoned Project Manager with strong facilitation and communication skills. One that can effectively manage a diverse team made up of technology, functional, business and vendor staff. In addition, this manager must be able to effectively manage stakeholders in a functional matrix environment and manage capital and operational stakeholder effectively.

The Project Manager must ensure that CLIENT senior staff and all other members of the team are kept up to date on all project-related matters and is ultimately responsible for seeing through to completion, all phases of the ITS component of the program.

This is a hybrid role, requiring onsite work two days per week at CLIENT’s Union Station East Wing, 61 Front Street West, 4th floor, Toronto, ON.

2.0       Skills and Certifications
Mandatory Skills/Certifications
  • Must hold current Project Management Professional (PMP) certification from PMI
  • A degree in Business Administration, Computer Science, or related discipline
  • Three+ years’ experience implementing Service Now solutions
  • Successfully delivered at least 5 separate initiatives that are each complex, cross functional in nature

Other Skills/Certifications

  • Experience: 5–7 years managing complex, cross-functional application and infrastructure projects.
  • Project Management: Strong knowledge of principles, practices, scheduling, and resource allocation.
  • Procurement: Experience with RFP development, evaluation, and awarding.
  • Leadership: Proven ability to lead diverse, multi-disciplinary teams and resolve complex issues.
  • Communication: Excellent written, verbal, and interpersonal skills; adept at stakeholder management.
  • Analytical Skills: Strong problem-solving, negotiation, and mediation capabilities.
  • Business Knowledge: Familiarity with administration, fiscal and HR policies, and relevant legislation (safety, human rights, employment).
  • Technical Skills: Expertise in MS Project, SharePoint, and Microsoft Office Suite.
  • Regulatory Knowledge: Ability to quickly acquire knowledge of Ontario Human Rights Code and accessibility requirements.
  • Additional Assets: Public service and transit experience; familiarity with CLIENT environment and subway network.
3.0       Assignment Duties
  1. Manage and oversee project deliverables (scope, budget, resources, schedule, communication).
  2. Provide leadership, expertise, and motivation to project teams throughout the lifecycle.
  3. Assign roles, responsibilities, and authority to project personnel.
  4. Lead cross-functional teams (Solution Delivery, BAs, SMEs, vendors, contractors).
  5. Produce project artifacts per IT PM Framework (schedules, status reports, risk/issue logs, closeout docs).
  6. Conduct risk assessments and implement mitigation plans.
  7. Define and schedule deliverables, milestones, and tasks (WBS, resource/cost plans, PM plans).
  8. Validate project plans for timelines and processes.
  9. Establish work plans, staffing, and recruitment/assignment of personnel.
  10. Manage and report on project budgets; support CLIENT financial planning.
  11. Maintain accurate, accessible budget documentation.
  12. Ensure program deliverables are met efficiently and cost-effectively.
  13. Prepare project reports (weekly/ad-hoc) and Steering Committee presentations.
  14. Collaborate with managers and coordinators for communication and resource alignment.
  15. Monitor activities for accuracy, quality, and integrity.
  16. Summarize external service provider contributions.
  17. Create and implement communication plans.
  18. Support gating process and PMO duties (portfolio reviews, budget submissions).
  19. Exercise autonomy and initiative in responsibilities.
  20. Ensure project goals align with business objectives.
  21. Direct and coordinate personnel to keep projects on schedule and within budget.
  22. Review status reports and support staff to meet plans.
  23. Participate in ITS PMO activities as required.
4.0       Deliverables
  • Governance and initiation/maintenance deliverables.
  • Procurement support per ITS guidelines.
  • Communication and stakeholder management outputs.
  • Project artifacts (schedules, status reports, risk/issue logs, closeout docs, etc.).
  • WBS, resource/cost plans, schedule.
  • Ad-hoc, weekly and monthly reporting.
  • Budget reporting (probable/actual, estimates, resource allocation).
  • Schedule documents and performance reports.
  • Risk analysis reports.
  • Steering Committee and stakeholder presentations.
  • Project and product meeting materials.
  • Closeout documentation and other required project documents.

The pay range that the employer reasonably expects to pay for this position is between CA$85.00 and CA$105.00
