Our client’s Construction team is seeking a dynamic Technical Director to lead and execute the redevelopment and transition into operations of a Major Airport in the Caribbean. This role is part of a high-profile Public-Private Partnership (P3) project, delivered through a collaborative Design, Build, Finance, Operate, and Maintain (DBFOM) model in partnership with the Local Port Authority.
As the Technical Director, you will report to the VP of Technical Services/O&M and collaborate closely with key stakeholders, the Design-Build Joint Venture and their design team, the O&M Service Provider (Avports), and various experienced airport consultants.

As a Technical Director, you will guide project teams, manage resources, and ensure alignment with organizational goals. This role demands excellent communication, problem-solving, and organizational skills, as well as strong commercial and contractual acumen.
Key Responsibilities:
- Project Planning and Management: Develop comprehensive project plans, including schedules, budgets, and resource allocations in line with project requirements and VIPA standards.
- Team Leadership: Lead technical project teams by assigning tasks, providing guidance, and fostering collaboration.
- Risk Management: Identify potential risks (schedule, budget, technical) and develop mitigation strategies to ensure successful project delivery. Support and coordinate with the leadership team on updates and reporting to management and the investment committee.
- Stakeholder Communication: Effectively communicate with stakeholders to gather requirements, provide updates, address concerns, and adapt project scope to meet or exceed expectations.
- Reporting and Documentation: Design, produce, and present reports to various stakeholders. Maintain accurate project documentation, including progress reports, meeting minutes, and change requests.
- Budget Oversight: Monitor project budgets and expenses to ensure financial constraints are met, providing regular updates on progress, including variance, risk, and opportunity analysis.
- Quality Assurance: Establish and enforce project-wide quality standards, ensuring deliverables meet or exceed expectations. Collaborate with design-build contractors and external QA/QC teams to implement quality programs.
- Schedule Management: Track project schedules and milestones, including critical path management, and adjust plans as necessary to meet deadlines.
- Contract Administration: Administer consultant contracts for project design development work, oversee the selection process, and coordinate with stakeholders in the administration of contracts with partners, clients, subcontractors, and suppliers.
- Design and Construction Oversight: Oversee design development and construction delivery, ensuring compliance with contractual, regulatory, and other requirements.
- Testing and Commissioning: Manage and oversee construction contractor testing and commissioning activities, ensuring compliance with all contract obligations, including as-built documentation.
- Operational Readiness and Transition (ORAT): Manage and oversee the ORAT process for both airports, ensuring a smooth and seamless transition of operations from legacy facilities to new ones.
- Conflict Resolution: Address conflicts and issues that arise during project execution, striving for mutually beneficial resolutions.
- Process Improvement: Identify opportunities for process improvement and implement best practices to enhance project management efficiency.
Qualifications:
- Bachelor’s degree in Architecture, Engineering, Construction Management, Business Administration, Project Management, or a related field (Master’s degree preferred).
- 15+ years of proven experience as a Project Manager for airport and civil infrastructure projects, with a successful track record of managing projects from initiation to completion. Experience in airport projects is required.
- Excellent leadership, communication, and interpersonal skills.
- Strong analytical and problem-solving abilities.
- Proficiency in project management tools and software.
- Certification in Project Management (PMP) is a plus.
The pay range that the employer in good faith reasonably expects to pay for this position is between $150,000 and $250,000
