Sr Data Analyst / Sr BSA

Transportation Services is looking for an experienced and enthusiastic Data Analyst to work with Road Allowance and Control System (RACS) Modernization Project team.
 
The purpose of the RACS Modernization Project is to replace the 25-year-old legacy system with a modernized tool that will address increased operational demands, have enhanced functionality, and be compliant with the legislative and security (CISO) requirements. It will allow Permits & Enforcements staff to provide the services more efficiently when issuing and processing approx. 45,000 permits and facilitating revenue generation. The system is used by Transportation

Services, Engineering & Construction Services, Toronto Water and 3rd parties utilities companies (Enbridge, Rogers, Bell) staff.
 
Assignment Duties
The Data Analyst will work as a part cross-functional project team to provide data related services as required and assigned (during SDLC) as per the following: 
 
1.           Provide support and perform data related activities such data profiling, data mapping, data maintenance/quality and table changes associated with software applications; apply statistical and analytical techniques to derive insights and trends from complex datasets.
2.           Engage in control activities to ensure data quality and adherence to enterprise data policy; perform exploratory data analysis to uncover trends, patterns, and anomalies. Create and/or review Data Profiling and Legacy Landscape Reports
3.           Work with business systems analysts to define and document the scope and functional requirements for data and reporting needs, including the conceptual data model and data flow for the solution.
4.           Analyze, develop specifications, and execute data mapping and transformation processes and requirements within and between applications.
5.           Ensure data integrity by executing necessary processes and controls around the flow of data.
6.           Assist in the design and execution of the overall Extract, Transform, and Load (ETL) processes and architecture.
7.           Utilize technology to analyze data and/or metrics from applicable systems to review data processes, identify issues, determine actions to resolve or escalate problems that require data, systems, or process improvements.
8.           Perform data?related research and root cause analysis activities, provide correction specifications, and escalate issues as appropriate; Develop and execute scripts and workflows to automate data collection, data cleansing, and data reconciliation.
9.           Validate data accuracy, completeness, and integrity. Identify and address data quality issues and discrepancies. 
10.        Collaborate with cross-functional teams to design and deliver actionable data insights, participate in Data Quality Assurance and other data related project activities
11.        Provide input to data architecture discussions and data related decisions on request.
12.        Develop various projects artifacts including entity relationship diagrams by using Business Processes Modeling (BPM)/its Notation (BPMN)/ Unified Modeling Language (UML).
13.        Work closely with the project team to support the procurement and acquisition of information software solutions (COTS);
14.        Perform other project duties as required
 
Qualifications
It is important that the Services be undertaken by a Data Analyst who can demonstrate specific knowledge of, and experience in performing similar work for projects of comparable nature, size and scope and producing project deliverables as detailed below.
 
Qualifications and Experience:
 •            University degree in Computer Science, Data Science, Information Systems or related discipline, and 7+ years of progressively more responsible experience working on large-scale information technology projects or the approved equivalent combination of education and/or experience.
•            7+ years extensive experience with Systems/Data Migration Projects especially involving legacy systems transitioning to COTS Platforms including data profiling, data mapping, transformation and validation processes. 
•            5+ years hands-on experience with SQL and ETL including writing SQL queries and designing/executing ETL (Extract, Transfer and Load) processes to move and reconcile data between old and new system.
•            Working experience and familiarity with data governance principles, data profiling, and insuring data integrity during migration. Able to define quality checks, identify data anomalies, and support resolution strategies.
•            Experience in a government/public sector setting on modernization and replacement legacy system projects.
•            Demonstrated ability to establish and maintain an effective working relationship with clients and projects stakeholders with a strong customer service orientation; have highly developed interpersonal skills and communication ability to interact and work effectively.
 
Technical Capabilities:
•            7+ years of working experience in similar or larger initiatives with extensive usage of SQL and Unified Modeling Language (UML);
•            5+ years working experience in preparing project documentation such as Data Profiling, Data Mapping, Data Quality Documents and others data project related artifacts
•            5+ years working experience in designing, developing and executing ETL Specifications and Scripts
• Working experience with technical and business teams in supporting Accessibility for Ontarians with Disabilities Act (AODA), Security Threat and Risk Assessment (STRA), Privacy Impact Assessment (PIA);

The pay range that the employer reasonably expects to pay for this position is between CA$35.00 and CA$50.00
