Job Title: Project Controls Specialist

Location: Toronto, ON (Hybrid)
    
Estimated Duration: 12 Months


 
This is an Intermediate level position, reporting to Manager, Project Controls. The Project Controls Specialist provides project controls expertise to develop the project cost control baseline, implement project change cost impacts, monitor incurred costs, accruals, calculate Estimate at Completion (EAC), Forecast at Completion (FAC), and monitor/analyze/report for assigned projects and portfolios.

They should adhere to project cost coding structures and forecasting processes, to support the production of accurate, consistent and timely reporting. Also ensures project teams perform due diligence on cost data inputs provided.
Key Job Functions
 

  • Reviewing the project documents and assigning appropriate project cost codes; developing the project cost baseline by mapping control account, work breakdown structure (WBS) and cost breakdown structure (CBS) and maintaining the integrated breakdown structures to support cost reporting.
  • Assigning project cost codes to contract line items and allocating commitment amounts to control the cost.
  • Reviewing project contingencies; calculating and implementing drawdown amounts.
  • Working with the Project Scheduler to calculate project time phased cost data for the development of cost curves.
  • Reviewing and analyzing project expenditures/resources costs, commitments, and invoicing data.
  • Ensuring all costs (baseline, forecast, commitment and incurred) are being captured, verified, and reported accurately.
  • Reviewing contract and project changes, identifying project cost/schedule impacts, initiating project change notices and updating EAC and FAC through change-driven project forecasting.
  • Supporting the capital budgeting process for major projects.
  • Preparing project dashboards and detailed cost reports and with variance analysis.

4.0 Required Staff and their Qualifications and Experience
Qualification and Experience Requirements for the project controls specialist
Skills:
 
  • 4-8 years experience in project controls and cost management
  • Apply analytical skills
  • Plan and organize project budget and cost activities
  • Manage and report project budget, costs, forecast, and changes
  • Understanding of project schedule and able to align cash flows with schedule
  • Maintain documentation and historical records
  • Experience in working with standard cost control software for example Contruent PRISM, EcoSys, Unifier, Cobra etc.
  • Use office technology, software and applications

Education and Experience:
 

  • Completion of a post-secondary college diploma or university degree in a related discipline (e.g. Engineering (Civil, Mechanical & Electrical), Business, Data Analytics), combined with specialized project controls experience in an engineering/construction management organization; or a combination of education, training and experience deemed to be equivalent.
  • Project Management Professional (PMP), or professional level certification with the Association for the Advancement of Cost Engineering (AACE) are considered assets.

Additional Requirements:
 

  • Sound knowledge of project controls principles, methods, procedures and gate processes.
  • Understanding of end-to-end project lifecycle and integration between functions; including all project phases.
  • Ability to read the project documents such as Project Management Plan, Business Case, Charter etc.
  • Must have effective interpersonal, presentation and communication skills.
  • Effective time management skills to balance project work and ad-hoc requests from project team and other stakeholders.

The pay range that the employer reasonably expects to pay for this position is between CA$50.00 and CA$80.00
