Job Title: Project Manager – PAM

Description of Assignment
Our client in the public sector is seeking a Project Manager to support their Privileged Access Management (PAM) project objective is to enhance PAM, manage privileged access, and maintain security standards. By implementing advanced controls, comprehensive workflows, and integration capabilities, the targeted services will enable City to effectively manage and monitor privileged access across critical systems and applications. PAM project will target to deploy an automated, pre-packaged SaaS based solution in the cloud that can scale across the organization which will cater privileged accounts, users, and assets to improve security and compliance.
The Project Manager is required to accomplish the Privileged Access Management project's deliverables within the planned schedule. Due to the size and scope of the project, we require a dedicated Project Manager to support the project in consultation with key stakeholders. The Project Manager is expected to play a pivotal role in the successful execution of a robust IAM and PAM practices.
Duties
• Implementing a Privileged Access Management (PAM) solution to improve the security and oversight of privileged access to our systems and networks.
• To align privileged access management with the organization's overall security and governance strategy.
• To increase visibility and control over privileged activities by implementing logging and auditing capabilities.
• To meet regulatory compliance requirements for privileged access by aligning with relevant industry standards and regulations.
• To improve overall efficiency and effectiveness of IT operations by centralizing the management of privileged access.
• To reduce the risk of unauthorized access and misuse of privileged credentials by discovering malicious accounts and implementing strong authentication methods.
• To align and coordinate with other Identify Management and Cyber
Security initiative and Identity Access Management
• Primarily Responsible for ensuring project technical deliverables arrive within agreed scope, quality, timelines, and cost using project management tools and methodologies
• Leads and manages all stages of the project lifecycle.
• Leads and manages the development of detailed scope requirements, budgeting, resource management, planning and scheduling, monitoring, and reporting progress; managing and mitigating issues and risks; reviewing, preparing and executing change requests.
• Develops, manages and reports on detailed project plans of varying levels of complexity that make major business transformations. Leads, facilitates and contributes to the design, creation, development and sustainment of corporate standards for Information Technology, including formalized project management methodology, change management, application development and migration.
• Manages all aspects of assigned projects, including the project charter, project plan and schedule, progress, budget, risk management, issue management, change management, resource management, quality review/best practices.
• Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
• Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, recommends disciplinary action when necessary.
• Leads, participates in or oversees the preparation of or prepares project budgets and provides financial management such as sole source requests; contract negotiations; leasing agreements; business cases; feasibility and cost/benefit analysis.
• Oversees, participates or supports in recruitment selection, training and supervision of assigned project staff.
• Leads, participates in or oversees the preparation of, or prepares and/or supervises the preparation of various formal contractual documents such as: Request for Expression of Interest (REOI), Request for
Information/Proposal/Quotation/ Resource (RFI/P/Q/R), Statement of Work (SOW), Memorandum of Understanding (MOU) and Service Level Agreements (SLA).
• Provides leadership in the evaluation, selection and recommendation of technical solutions and professional services; manages vendors and contractors in the overall solution delivery process.
• Identifies and develops cross departmental/divisional initiatives to produce synergies and economies of scale.
• Negotiates with Executive and senior management, clients and various stakeholders often with competing and conflicting goals, objectives and priorities.
• Manages and administers consultant/contractors and projects/contracts, implements quality assurance/quality control procedures, authorize payments and recommends additional payments in accordance with the City's financial authority and by-laws or contract terms.
• Negotiates and documents project changes involving scope, timelines, and budget.
• Reviews, tracks, evaluates, and reports on consultant and/or contractor progress, expenditures and performance to ensure adherence to project schedule, budget, scope, and contract terms.
• Adheres to the principles of the Project Management Institute (PMI) and PMI's Code of Ethics and Professional Conducts to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve targets.
• Promotes standardization in areas relating to project administration, documentation, progress tracking and technical designs.
• Assesses and recommends scalable multi-jurisdictional business and technical solutions that meet client and business requirements in the context of corporate standards, policies and procedures for information technologies and architectures. This includes determining requirements, conducting research and evaluations, and obtaining all approvals and signoffs.
Qualifications
1. University degree in Computer Science, Business Administration, Finance or an equivalent combination of education and/or hands-on relevant working experience in Infrastructure and/or System Architecture in a strategic development environment.
2. A minimum of 10+ years hands-on experience in large project management and program management in Government jurisdictions and or large private sector organizations.
3. PMP® Certification from PMI (with Current Status: Active/ In good standing)
4. 10+ years working experience in leading project activities when contributing and overseeing the project documentation deliverables produced by the team members such as business requirements, functional and non-functional requirements, use cases, business process workflows, data modeling blueprints, architecture diagrams, supporting technical design specification documentation
5. Experience in a government/public sector setting on modernization and replacement legacy system projects
6. Experience with Contract negotiations, Procurement procedures and Vendor and Contract Management with relation to IT business solution delivery
7. Excellent written & verbal communication skills (comfortable & confident communicating at all levels including business partners, leadership and vendors.
8. Strong in process management and controls to minimize risks exposure
9. Ability to achieve business objectives through influencing and effectively working with key stakeholders, including Organizational change management
10. Experience in Privileged Access Management (PAM), Identity and Access Management (IAM), Cyber Security project deliveries in large enterprise environments.
11. Working knowledge with security concepts and technologies in the wider Identity and Access management space (Logical Access Controls, LDAP, RBAC, SSO, MFA, PHS, PKI)
12. Working experience with technical and business teams in supporting Accessibility for Ontarians with Disabilities Act (AODA) compliance,
Security Threat and Risk Assessment (STRA), Privacy Impact Assessment (PIA);

The pay range that the employer reasonably expects to pay for this position is between CA$90.00 and CA$105.00
