Title: Development Specialist (PTMS)
Duration: 6 months +
Location: North York (3 times a week)
Description of Assignment:
This role is required for the modernization of the PTMS (Parking Tags
Management System) project, including mapping existing processes to the new
application and identifying required core functionality and reporting needs.
This assignment will design and implement solutions and enhancements for the
TMACS and UMACS Revenue Services applications, leveraging PowerBuilder
and Oracle stored procedures to deliver reliable, efficient, and scalable system
performance.
Assignment Duties:
Provides extensive expertise to the PTMS (Parking Tags Management System)
replacement project, including mapping existing processes to the new application and identifying required core functionality and reporting needs. Utilizes Unix, MicroFocus COBOL, and Oracle stored procedures to support system integration and development activities.
Designs and implements solutions and enhancements for the TMACS and UMACS Revenue Services applications, leveraging PowerBuilder and Oracle stored procedures to deliver reliable, efficient, and scalable system performance.
Implements detailed plans and recommends policies and procedures based on
program-specific requirements.
Leads, facilitates, and contributes to the design, development, and sustainment of corporate standards for the division, including formalized project management
methodologies, data-warehousing architecture, data modeling, metadata
management, change management, and application development and migration
practices.
Provides project budget and financial management, including sole-source
requests, contract negotiations, business cases, feasibility assessments, and
cost-benefit analyses.
Provides leadership in the evaluation, selection, and recommendation of technical solutions and professional services.
Assesses and provides recommendations on emerging technology trends to
ensure effective use, acquisition, and integration of technology.
Identifies and analyzes current business processes and practices in the context of evolving information architecture and performance measures; prepares feasibility studies and recommends comprehensive technical solutions for business initiatives.
Recommends and implements security, privacy, and quality-assurance
requirements consistent with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), as well as corporate and legislative standards for the storage, processing, and retention of confidential data.
Assesses and recommends scalable, multi-jurisdictional business and technical
solutions that meet client and organizational requirements, in alignment with
corporate standards, policies, and information-technology architectures. This
includes determining requirements, conducting research, and preparing
recommendations.
Qualifications:
Post-secondary education in Computer Science, Information Technology, or a
related discipline, or an approved equivalent combination of education and
experience.
Considerable experience with Unix/Linux environments, including command-line
operations and shell scripting.
Extensive experience developing applications using PowerBuilder.
Extensive experience working with Oracle 19c, including DDL, DML, functions,
procedures, and triggers.
Extensive experience in PL/SQL programming.
Extensive experience with PTMS (Parking Tags Management System)
Extensive experience with Property Tax and Utilty Systems, TMACS and UMACS
Considerable experience using Harvest Source Change Management software.
Considerable experience with PowerGen.
Extensive experience with MicroFocus COBOL.
Excellent communication skills.
Excellent interpersonal skills and the ability to work both independently and
collaboratively within a multidisciplinary environment.
Strong customer-service orientation with a demonstrated ability to build and
maintain effective stakeholder relationships.
Deliverables
Provides advanced technical expertise to the PTMS (Parking Tags Management
System) replacement initiative, including the analysis and mapping of legacy
business processes to the target application architecture. Defines and validates
core system functionality, integration requirements, and reporting specifications.
Employs Unix/Linux environments, MicroFocus COBOL, and Oracle-based stored procedures to enable seamless system integration, data interoperability, and modernization activities.
Architects, develops, and deploys application enhancements and technical
solutions for the TMACS and UMACS Revenue Services platforms.
Utilizes PowerBuilder, Oracle 19c, and advanced PL/SQL programming to
optimize transactional performance, streamline data workflows, and enhance
overall application scalability.
Ensures high-availability and operational continuity by implementing robust
application logic, performance tuning strategies, and fault-tolerant design
principles.
Applies rigorous coding standards, conducts detailed impact and regression
analyses, and validates implementation outcomes against enterprise architecture
guidelines.
Ensures all solutions align with corporate compliance frameworks, security
requirements, and enterprise technology governance practices.
The pay range that the employer reasonably expects to pay for this position is between CA$90.00 and CA$95.00
