Job Title: Project Manager – Level 3

Description of Duties and Responsibilities
The Technology and Data team requires the support of a technical Project Manager (PM) to work closely with the Business Lead to enable successful delivery of a data modernization initiative (leveraging the Databricks platform), ensuring strong governance, planning, tracking, and reporting while supporting delivery execution across cross-functional teams. The PM is accountable for maintaining the integrated plan, managing timelines, risks, budget, and ensuring effective reporting and control mechanisms are in place. Supports the Business Lead by preparing, structuring, and validating project status, risks, and governance materials for Steering Committee and senior management reporting, and also working closely with other PM's and our PM framework.
The key duties and responsibilities include, but are not limited to, the following:
- Prepare and maintain Project Charter, Project Plan and Resource plans;
- Prepare and maintain RAID logs and work with Business Lead to ensure mitigation actions are defined and followed;
- Lead the full project lifecycle from initiation to closure, including project planning, resource allocation, risk management, and quality assurance within previously agreed time, cost and performance parameters;
- Define project objectives, scope, deliverables and budgetary requirements in collaboration with stakeholders, ensuring alignment with organizational goals;
- Develop and maintain detailed project plans, visual diagrams, schedules, and budgets, and monitor progress against established milestones;
- Conduct regular project status meetings, prepare progress reports, report progress of the project on an ongoing basis and at scheduled points in the life cycle;
- Stay current with emerging technologies and project management tools, industry trends, and best practices in IT project management;
- Assist the Delivery lead for overall project delivery and coordinate fostering a collaborative and high-performance work environment;
- Facilitate effective communication and ensure stakeholders are informed about project status, risks, and changes;
- Track and monitor go-live, UAT readiness and transition activities; and
- Support development of project management procedures and tools, evaluate project outcomes, conduct post-implementation reviews, and identify lessons learned for future projects.
The Proposed Assigned Persons (Resources) should have the following requirements, at a minimum:
- Post-secondary degree/diploma in a related field, or equivalent combination of education and relevant professional experience;
- PMP or PRINCE2 certification;
- Proven experience as an IT Project Manager;
- Strong knowledge of project management methodologies, tools, and techniques;
- Solid understanding of software development lifecycle (SDLC) methodologies and experience working with agile frameworks (e.g., Scrum, Kanban);
- Proficiency in project management software, collaboration tools, and Microsoft Office suite; and
- Demonstrated ability to manage multiple projects simultaneously, prioritize tasks, and adapt to changing priorities.
The following requirements are considered an asset:
- Experience delivering or supporting Databricks implementation or other enterprise data platform initiatives (large scale data migrations); and
- Experience as an IT Project Manager in a government or public sector environment
The pay range that the employer reasonably expects to pay for this position is between CA$70.00 and CA$90.00
