Senior Project Contracts Officer

Position Overview

The Senior Project Contracts Officer is responsible for leading the planning, sourcing, negotiation, award, and administration of complex procurement activities supporting major capital projects. This position provides commercial leadership throughout the procurement lifecycle while ensuring contractual compliance, effective risk management, competitive value, and alignment with organizational objectives.

Working closely with project teams, engineering, legal counsel, finance, suppliers, and other internal stakeholders, the successful candidate will develop procurement strategies, negotiate commercial agreements, manage supplier relationships, and provide guidance on contract-related matters. The role also supports continuous improvement initiatives and mentors junior procurement professionals.


Qualifications

Education

  • Post-secondary education in Supply Chain Management, Business Administration, Engineering, Law, Commerce, or a related discipline.
  • Professional supply chain designation (or progress toward one), such as CSCL, CPSM, or an equivalent certification, is considered an asset.

Experience

  • 6-10+ years of procurement, commercial, or contract management experience supporting large-scale capital, infrastructure, industrial, engineering, or construction projects.
  • Strong understanding of strategic sourcing, commercial contracting, procurement governance, and supplier management.
  • Experience leading complex competitive procurement processes from market engagement through contract award.
  • Demonstrated success negotiating commercial agreements and resolving contractual issues.
  • Experience within a regulated industry, including nuclear, utilities, infrastructure, or energy, is considered advantageous.

Technical Knowledge

Candidates should possess experience in several of the following areas:

  • Strategic sourcing and procurement planning
  • Commercial contract development and negotiation
  • Contract interpretation and administration
  • Procurement risk assessment and mitigation
  • Supplier performance management
  • Commercial evaluations and bid assessments
  • Construction and project delivery contracting models
  • Pricing methodologies including fixed price, unit rate, reimbursable, target cost, EPC, and design-build arrangements
  • Claims, dispute resolution, and contract closeout
  • Financial awareness related to procurement and project execution
  • Quality management principles applicable to engineering or construction projects

Key Responsibilities

Procurement Strategy

  • Develop acquisition strategies that support project objectives while balancing schedule, commercial, and risk considerations.
  • Conduct market analysis and supplier evaluations.
  • Identify qualified suppliers and establish sourcing approaches appropriate to project requirements.
  • Build long-term relationships with strategic vendors and contractors.
  • Recommend procurement methodologies for complex project work.

Competitive Procurement

  • Coordinate competitive solicitation activities from planning through contract award.
  • Prepare commercial procurement documentation.
  • Lead supplier meetings and clarification activities.
  • Coordinate commercial evaluations alongside technical stakeholders.
  • Review commercial submissions and negotiate contractual terms.
  • Prepare award recommendations and supporting documentation.
  • Work collaboratively with legal counsel during agreement finalization.

Contract Administration

  • Provide commercial oversight following contract award.
  • Monitor supplier performance, commercial obligations, schedule commitments, and contractual compliance.
  • Maintain complete procurement documentation and contract records.
  • Support issue resolution, contract amendments, claims management, and dispute resolution activities.
  • Develop performance reporting for project leadership.
  • Participate in lessons learned initiatives to improve future procurement activities.

Experience with enterprise procurement or ERP platforms is preferred, including systems such as:

  • Oracle ERP solutions

  • Supplier management platforms
  • Microsoft Office Suite (Excel, Word, Outlook, PowerPoint)

Working Environment

  • Full-time position
  • Monday through Friday
  • Hybrid work arrangement
  • Occasional travel to project or operating sites as required
  • Primarily office-based with computer-focused work
  • Flexibility to support critical procurement activities outside standard business hours when necessary

The pay range that the employer reasonably expects to pay for this position is between CA$70.00 and CA$100.00
