Quality Program Manager
Location: Cambridge, Ontario – On-site

Position Summary
We are seeking an experienced Quality Program Manager to lead and oversee key quality functions within a highly regulated manufacturing environment. This position is responsible for the overall effectiveness of quality engineering, controlled documentation, and quality records programs supporting complex nuclear projects and manufacturing operations.
The successful candidate will provide leadership to quality personnel, maintain compliance with applicable codes and standards, support regulatory and customer audits, and ensure quality processes are effectively integrated throughout project and manufacturing activities.
Working closely with Engineering, Operations, Supply Chain, and Project Management, this individual will identify quality risks, strengthen processes, resolve compliance issues, and drive continuous improvement across the organization.
The role includes direct leadership responsibility for senior personnel overseeing Quality Engineering and Document Control/Quality Records.
Key Responsibilities
• Provide leadership and oversight for Quality Engineering, Document Control, and Quality Records activities.
• Lead, coach, and develop quality personnel, including workforce planning, performance management, resource allocation, and succession planning.
• Maintain the site's Quality Assurance Program and ensure supporting procedures, instructions, templates, and processes remain effective and compliant.
• Provide quality engineering oversight for manufacturing and project activities, including quality planning, interpretation of regulatory requirements, process compliance, issue resolution, and improvement initiatives.
• Maintain effective document and records management processes covering controlled documentation, manufacturing records, and project history dockets.
• Ensure appropriate controls are maintained for document revisions, issuance, distribution, retention, traceability, and final record turnover.
• Plan, coordinate, and support internal, customer, supplier, and regulatory audits.
• Maintain compliance with applicable nuclear and industrial quality requirements, including ASME, CSA N299, TSSA, and ISO standards.
• Coordinate source inspection and surveillance activities in alignment with manufacturing and project schedules.
• Monitor quality performance through KPIs covering audit findings, nonconformances, process effectiveness, document turnaround, training, staffing, scrap, and rework.
• Work collaboratively with Engineering, Manufacturing, Supply Chain, and Project teams to identify quality risks and establish appropriate corrective and preventive measures.
• Support supplier quality activities, including documentation reviews, surveillance, issue escalation, and resolution.
• Ensure personnel are appropriately trained, qualified, and knowledgeable regarding applicable quality requirements.
• Manage departmental staffing requirements, budgets, priorities, and improvement initiatives.
• Drive timely investigation and closure of nonconformance reports and ensure lessons learned are incorporated into future activities.
• Lead and support corrective action activities arising from internal issues, customer concerns, audits, and manufacturing performance.
• Maintain quality-related systems and databases, including supplier qualification information and inspection reporting.
• Facilitate periodic management reviews of quality program performance.
• Prepare and communicate weekly quality performance indicators and lead recurring reviews of corrective actions, nonconformances, scrap, and rework.
• Ensure project and manufacturing quality documentation is reviewed and completed within required delivery schedules.
• Provide Quality Engineering and Source Assurance support to manufacturing operations as required.
• Travel periodically to customer and supplier locations to perform audits, surveillance, inspections, or quality-related reviews.
• Establish departmental objectives, performance expectations, and development plans and conduct employee performance reviews.
• Participate in hiring, coaching, mentoring, employee development, and other people-management activities.
• Promote continuous improvement and identify opportunities to improve quality, efficiency, compliance, and project execution.
• Support projects in meeting quality objectives while maintaining schedule and budget commitments.
• Perform additional quality leadership activities as required to support business and project objectives.
Required Qualifications
• College diploma or university degree in Engineering, Engineering Technology, Quality, or a related technical discipline.
• Approximately 10+ years of progressive quality experience, preferably within nuclear manufacturing, power generation, or another highly regulated industrial environment.
• Strong working knowledge of ASME requirements, CSA N299, ISO standards, and regulated quality assurance programs.
• Demonstrated understanding of quality assurance, quality engineering, document control, records management, auditing, nonconformance management, and corrective action processes.
• Previous experience leading quality professionals and managing personnel, priorities, workloads, and performance.
• Experience supporting customer, supplier, regulatory, and internal quality audits.
• Demonstrated ability to manage departmental budgets, resource plans, procedures, and improvement initiatives.
• Strong understanding of manufacturing quality processes and the interaction between Quality, Engineering, Operations, Supply Chain, and Project Management.
• Proven ability to interpret technical and regulatory requirements and translate them into practical quality processes.
• Strong analytical and problem-solving skills with the ability to assess risk and make sound decisions.
• Excellent organizational skills and attention to detail.
• Strong written and verbal communication skills with the ability to work effectively with technical teams, leadership, customers, suppliers, and regulatory stakeholders.
• Demonstrated ability to lead teams, manage complex quality issues, and drive issues through to resolution.
The pay range that the employer reasonably expects to pay for this position is between CA$130,000 and CA$160,000
