Project Controller (Intermediate)

Location: Houston, TX

Position Overview

The Project Controls Specialist III is responsible for supporting capital project delivery through cost control, forecasting, scheduling integration, and performance reporting. This role ensures project budgets, commitments, and forecasts are accurately maintained and aligned with project scope, schedule, and execution strategy.

The position works as part of a project controls team supporting moderate-risk capital projects and serves as a key liaison between Project Management, Engineering, Procurement, Construction, and Finance.

This role requires strong expertise in SAP-based project controls, earned value management, and cost forecasting within large capital project environments.


Key Responsibilities

Project Setup & Cost Control

  • Establish and maintain control Work Breakdown Structure (WBS) and project budgets in SAP
  • Review project estimates and align them to control structures
  • Ensure appropriate funding and authorization is in place for project execution
  • Support development and implementation of project controls plans

Cost Monitoring & Forecasting

  • Monitor actual costs, commitments, and forecast performance against approved budgets
  • Update time-phased forecasts and Estimate at Completion (EAC)
  • Analyze cost variances and provide detailed explanations
  • Track project trends and maintain trend logs

Earned Value & Performance Management

  • Apply Earned Value Management (EVM) principles, including rules of credit and progress measurement
  • Monitor cost and schedule performance indicators (e.g., CPI, SPI)
  • Assess contractor progress and validate alignment with incurred costs

Reporting & Stakeholder Support

  • Prepare detailed cost reports, dashboards, scorecards, and management presentations
  • Interface with project teams to provide input on forecasting, cost trends, and risks
  • Participate in project risk review sessions (e.g., QRA/HRIM) and update forecasts accordingly
  • Present project cost performance updates to leadership as required

Project Execution Support

  • Review contractor invoices to ensure alignment with incurred costs
  • Support requisition processing for materials and services
  • Participate in financial, administrative, and system close-out activities
  • Contribute to project controls governance and reporting standards

Qualifications

  • Bachelor’s degree in Engineering, Business, Accounting, Finance, or related field
  • 5–10 years of experience in project controls or capital project cost management
  • Experience supporting moderate-risk capital infrastructure projects
  • Strong understanding of cost control principles, forecasting, and budget management
  • Experience working in large, cross-functional project environments

Technical Skills

  • Strong experience with SAP project systems (WBS setup, budgeting, cost tracking)
  • Working knowledge of Earned Value Management (EVM) principles
  • Experience with cost forecasting, time-phasing, and variance analysis
  • Proficiency in project cost reporting and management dashboards
  • Strong Excel and data analysis capabilities

  • Familiarity with contractor progress measurement and performance tracking
  • Experience presenting to senior leadership or project governance boards

  • Accurate and timely project forecasts (EAC and cost updates)
  • Strong alignment between cost, schedule, and project scope
  • Clear visibility into project financial performance and trends
  • Effective communication of cost risks and variances to stakeholders
  • Successful support of project delivery from initiation through close-out

The pay range that the employer in good faith reasonably expects to pay for this position is between $40.00 and $45.00
