General Information
This position is based in Calgary in the Land Projects group of the Regulatory department. Reporting to the Manager, Land Projects, this position will be responsible for advising, coordinating and/or leading the management of third-party programs and documentation and record keeping requirements in support of the acquisition of land rights for projects and resolving land-related issues according to applicable company procedures and regulatory, legislative, contractual, and financial obligations. The position works as a central knowledge and practice expert with internal clients such as Projects, Pipe, and Business Development, as well as affected parties such as industry (including their respective associations) and regulatory bodies, in executing land acquisition and public awareness/consent programs, as well as resolving escalated land-related issues.
Responsibilities
• Day-to-day planning and execution of Project land scope, in alignment with Project and Business Unit goals;
• Identifying land requirements and potential risks on projects, acquisitions or business development opportunities, while mitigating or escalating risk appropriately;
• Support Project cost estimating, forecasting and vendor cost accountability processes
• Maintain current, accurate and appropriate lines of communication with all stakeholders, including internal and external audiences;
• Coordinate work activities with Land Representatives and service providers;
• Support acquisition of surface land rights relating to gas projects;
• Prepare and review acquisition documents and third-party requests/agreements to ensure compliance with legislation, regulation, and company policies and practices;
• Prepare, issue, track and input documents for gas projects;
• Ensure all payments are made in keeping with contractual obligations;
• Track landowner commitments and delegate as appropriate within prescribed systems;
• Register documents and plans with land titles offices;
• Investigate historical/unusual land right issues with intent to resolve;
• Ensure a fulsome turnover of Projects to Operations through prescribed processes;
• Process invoices;
• Actively participating in process development and improvement regarding the role of Land in projects
• Other tasks as required.
Qualifications and Education
Qualifications:
• Excellent interpersonal and communication skills, and ability to participate effectively in a dynamic team environment;
• Detailed knowledge of federal and provincial legislative and regulatory requirements for Land, and the ability to apply such knowledge;
• Excellent analytical and interpretive skills and demonstrated problem-solving skills using sound judgment;
• Strong multi-tasking skills;
• Customer service focus and interest in delivering results in a timely and efficient manner;
• Proven leadership and project management skills;
• Excellent communication, presentation, writing and facilitation skills;
• In-depth knowledge of the execution of land practices and processes in the Canadian pipe and power industries;
• Ability to set quality standards and protocols for third party brokers
• Proficient with Microsoft Office applications, especially in Word, Excel, Teams and PowerPoint;
Education/Experience:
• Completion of a Land Administration Certificate or related diploma/degree coupled with a minimum of 4 to 6 years related surface land experience;
• Strong system application abilities: Microsoft suite, SAP, land databases, titles registries etc;
• Experience working with Canada Energy Regulator (CER) regulated pipelines and the BC OGC is considered an asset;
• Experience working with Pandell land systems is considered an asset;
• Though the role may support projects anywhere in Canada
The pay range that the employer reasonably expects to pay for this position is between CA$40.00 and CA$50.00
