Project Management Specialist

Our client in the municipal sector has initiated a capital project to standardize endpoint technology devices, service requests and delivery to provide an enhanced customer experience for their staff.  To achieve the project objectives, our client requires one Project Management Specialist. The Project Management Specialist will work collaboratively with internal and external teams and contractors to manage and coordinate the project planning, execution, monitoring, control and closure.  The resource will report to the Senior Systems Infrastructure Specialist within Toronto Water.
 
Assignment Duties
Reporting to the Senior Systems Infrastructure Specialist in Toronto Water, the Project Management Specialist will be the lead, working in collaboration with technology staff, contractors and vendors, providing overall strategy, planning, overseeing execution and commissioning of the One Device project. The Project Manager will execute the following:
 
1.           Conduct assessment of the current state of endpoint technology devices, meeting room audio-visual equipment and the IT service request and delivery processes within Toronto Water.
2.           Determines requirements, researches, evaluates, recommends, designs, develops and/or acquires, implements and provides technical and business support for new endpoint devices, audio-visual equipment, an IT Service Catalogue, Service Depots and storage facilities to meet client and business requirements.
3.           Prepares RFI/Q/Ps and other formal project documents (e.g. SOWs, MOUs, SLAs); leads the development of consultant requirements and Requests for Proposals, undertakes briefings and site inspections during the proposal stage and evaluates proposals and recommends the selection of consultants for assigned projects
4.           Represents the Business Unit as required in internal and external meetings, forums and presentations regarding business and technical solutions, technology and methodology decisions, development and deployment directions, information policies and standards, and other management aspects deemed as relevant and appropriate
5.           Determines the daily management of project action items and timelines.
6.           Assesses and establishes project milestones, progress and reporting. Manages and organizes project documentation
7.           Inspects and oversees the work in progress by contractors, ensuring that all work is carried out according to approved specifications, quality standards and government regulations
8.           Performs record keeping tasks by ensuring the timely and efficient preparation, processing and maintenance of all reports, drawings, tender documentation, designs and records associated with assigned projects
9.           Works with consultants, (including architects and engineers), contractors, and Toronto Water staff during all phases of the project.
10.        Reviews engineering drawings and specifications for completeness and accuracy and provides comments and recommendations in accordance with Toronto Water standards
11.        Attends meetings at all phases of project development and implementation ensuring accurate minute and record keeping
12.        Ensures post construction documentation is received and is complete including as-built drawings, maintenance manuals and warranty information
13.        Follows-up prior to expiration of warranty periods to ensure completion of all warranty deficiencies
14.        Performs other related duties as assigned
 
 
Qualifications
1.           Post secondary education in Information Technology, Engineering or related discipline from a recognized institution or approved equivalent amount of training/education and experience.
2.           Extensive experience in project management (applying PMBOK and/or Agile methodologies).
3.           Experience managing the people side of change, gaining buy-in and support from managers and senior leaders on new approaches, initiatives and implementation of best practices.
4.           Exceptional critical thinking & problem-solving skills, with the ability to identify emerging issues, prioritize them, and develop creative & effective strategies to address complex operational, policy and evaluation challenges.
5.           Exceptionally self-motivated with a directed approach and a keen attention to detail and organization.
6.           Considerable experience utilizing project management tools for planning and executing projects and/or work packages.
 
Must also have:
1.           Must possess a valid Province of Ontario Class “G” Driver’s and have access to a vehicle. Proponents must submit a copy of the Candidate's driver's license along with the submission.
2.           Ability to prepare project documents including but not limited to business case, feasibility study, status updates, briefing notes, detailed budget submission and RFI/Q/P).
3.           Ability to establish and maintain an effective consulting relationship with all stakeholders with a strong customer service orientation.
4.           Ability to work effectively as a team member and work collaboratively with others in a multidisciplinary team.
5.           Excellent communication, presentation and interpersonal skills, to deal effectively with technical staff, business unit staff, and senior management, and communicate information in a manner that is understandable to a wide range of individuals.
6.           Ability to evaluate and recommend new solutions, approaches and methodologies. This includes but not limited to architecture, mechanical, electrical, communications, security, etc.
7.           Excellent problem solving, leadership, facilitation, interpersonal and communications skills.
8.           Knowledge of endpoint and audio-visual technology.
9.           Knowledge of project management principles, construction methods & planning and related procedures.
10.        Knowledge of the WHMIS Legislation, Ontario Occupational Health and Safety Act, and Ontario Codes and Regulations related to Construction Projects as they apply to repairs, renovations, and new construction.
11.        Knowledge of MS Project, MS Visio, MS Office, one or more project issue tracking systems.
12.        Certified as PMP or equivalent is an asset
 
Deliverables
1.           Work as a Project Manager to provide capital project support
2.           Authors and maintains project documentation, including but not limited to architecture, policies, standards, processes, technical memo's, assessments, inventory, drawings, user guides and implantation & testing plans.
 

The pay range that the employer reasonably expects to pay for this position is between CA$65.00 and CA$95.00
